Choi Chi-hyun, the Democratic Party preliminary candidate for Gwangsan-gu (Eul), Gwangju Metropolitan City, promised to make Gwangsan-gu the center of culture and arts.
On the 14th, Candidate Choi compared culture and arts to the air that enriches and refreshes life, presenting a ‘Cultural Arts Policy Vision’ to make Gwangsan-gu an artistic breathing space and an artistic sanctuary.
Also an author who published the book A Grain of Justice Changes the World, which compiles handwritten notes and reflections written in his own font, Gombaechai, Candidate Choi said, “I understand the power of culture and arts well,” adding, “I will develop Gwangsan-gu into a specialized cultural arts area where artists can cultivate their artistic capabilities and ignite their artistic spirit, and local residents can enjoy high-quality art and find comfort.”
He also pointed out that although Gwangsan-gu (Eul) is part of Gwangju’s new urban area, its cultural arts foundation is relatively weak, making the provision of cultural arts spaces important. He pledged to build a complex cultural and sports center in Suwan, Sinchang, Singa, and Cheomdan districts.
He plans to focus on securing the budget for construction and remodel idle facilities to create new forms of complex cultural arts spaces through urban regeneration.
To alleviate the economic concerns of artists even slightly, he will promote legislation for a basic income law for artists and strengthen art support policies from the artists’ perspective.
In particular, he plans to apply the “support without interference” principle, first introduced to Korea’s cultural arts policy by President Kim Dae-jung, to allow artistic activities to be broader and freer.
To provide opportunities for artists and satisfy local residents’ cultural enjoyment rights, he plans to expand public art, promoting a ‘Moving Art Park Project’ using local parks and plazas to develop Gwangsan-gu into a region where culture and arts flow.
Candidate Choi said, “I was pleased to see that the cultural policy prepared by the Blue Camp aligns with the citizen-experience-oriented cultural policy recently announced by Gwangju City,” adding, “If linked with Gwangju City’s rich cultural policies, it will create a synergy effect in making Gwangsan-gu the center of culture and arts.”

Meanwhile, Candidate Choi is actively communicating with residents and solidifying grassroots support as a preliminary candidate for the National Assembly in Gwangsan-gu (Eul). He has been recognized for his capabilities through various roles including special political advisor to presidential candidate Lee Jae-myung, administrative officer at the Blue House under the Moon Jae-in administration, policy advisor to the Minister of Patriots and Veterans Affairs, and director of the Open Civil Complaints Office in Gwangsan-gu, gaining experience in local government, central government, and the Blue House.
