22.9 Trillion KRW Investment in Western Gyeonggi by 2040... Major SOC Development 추진

On the 6th, Gyeonggi Governor Kim Dong-yeon held a proclamation ceremony for the ‘Gyeonggi Western SOC Grand Development Inaugural Year’ at Siwoo Station in Ansan City and announced this plan.
Governor Kim Dong-yeon stated, "Following last year’s grand development of northern Gyeonggi and the recent announcement of eastern region grand development, today’s western region grand development completes a comprehensive development plan to advance Gyeonggi Province as a whole. We will prepare thoroughly with a proper vision and policies and realize each step steadily. We will do our utmost to proceed without setbacks by cooperating with the central government and collecting residents’ opinions," emphasizing his commitment.
The western Gyeonggi region encompasses seven areas: Ansan, Siheung, Hwaseong, Pyeongtaek, Anseong, Gimpo, and Paju. Despite its proximity to Seoul, it has been neglected in terms of administrative and financial resources due to development focused on the Gyeongbu axis. As a result, the lack of infrastructure such as roads and railways has prevented it from being utilized as a recreational and tourism space for metropolitan residents.
In fact, the road extension ratio (road length per 1㎢) in the seven cities of the western Gyeonggi region is 2.61 km, which is only 51% of the Gyeongbu axis’s 5.12 km. Especially, the five cities of Hwaseong, Pyeongtaek, Anseong, Gimpo, and Paju stand at 24%, identified as factors hindering development and growth.
Therefore, Gyeonggi Province views the expansion of social overhead capital (SOC) and the inducement of private development participation as indispensable for the development and maintenance of the western Gyeonggi region. The total investment scale is 22.9 trillion won, including 14 trillion won for SOC and 8.9 trillion won for private development investment.
Looking at the major SOC projects, 6.8 trillion won will be invested in 6 road lines including the expansion of the Siwha Embankment to the coastal road, and 7.2 trillion won in 9 railway lines including semiconductor lines. Gyeonggi Province expects that this backbone transportation network will lay the foundation for balanced national development by linking marine tourism resources such as Daebu Island with advanced industries to create a future map of western Gyeonggi.
Additionally, to encourage private development participation, as announced at the ‘Gyeonggi Eastern SOC Grand Development Inaugural Year’ proclamation ceremony, Gyeonggi Province will relax urban planning review standards and establish and operate a private development support counseling center at the provincial level to support private development projects.
Gyeonggi Province anticipates that the investment scale for private development projects such as urban development, industrial complex development, golf courses, and marine resort tourism complex development will reach 8.9 trillion won through this plan.
Beyond large-scale roads and railways, Gyeonggi Province will also expand emotional infrastructure on a metropolitan scale, including the existing Gyeonggi Dullegil (860 km), Gyeonggi Old Road (685 km), and metropolitan bicycle roads (836 km), and support eco-friendly tourism activation in connection with cities.
Through this, it is expected that local residents, local entrepreneurs, local planners, and cities will join forces to reinterpret regional resources and grow signature stores and others, fostering regional growth and development through a fluid and flexible ‘Liquidpolitan’ strategy.
Gyeonggi Province projects that the Gyeonggi Western SOC Grand Development plan will generate a production inducement effect of 45.3 trillion won and a value-added inducement effect of 19.1 trillion won.

Gyeonggi Province will further develop and specify this plan through expert consultation, research services, and discussions with cities by June, make a mid-term announcement in July, and after a deliberation process including gathering residents’ opinions, announce the final plan by the end of this year.
