Busan Metropolitan Office of Education to Create Customized Special Education Where Everyone Is Respected

Promotion of Special Education and New/Expanded Special Classes
The Busan Metropolitan Office of Education (Superintendent Ha Yun-su) announced the ‘2024 Busan Special Education Operation Plan’ on the 6th to realize customized special education where everyone is respected.
This year’s special education operation plan focuses on ▲strengthening the student-centered special education delivery system ▲enhancing support for inclusive education for all ▲expanding individualized customized special education.
First, to expand educational opportunities for special education students, the Busan Office of Education will establish new and additional special classes in special schools and general schools. The number of classes in 15 special schools increased from 371 classes last year to 376 classes, and the special classes operated in 524 schools with 640 classes across kindergarten, elementary, middle, and high schools have been expanded to 673 classes in 534 schools this year.
To strengthen cooperation between special and general teachers and the effectiveness of inclusive education, an inclusive education research and focus school (Jeongdawon School) will be operated. Additionally, through a public contest, 30 teams of the ‘Inclusive Education Practice Community’ will be formed to discover and spread excellent cases of cooperation in inclusive education.
Individualized customized support for special education students will also be strengthened. To prevent and support students’ problem (crisis) behaviors, a ‘Behavior Intervention Support Team’ composed of teachers, professors, and behavior analysis experts will be operated, and support will be provided for the operation of positive behavior support programs in special schools (classes). The number of special education support personnel has been increased from 810 to 856, and support for special education-related services has been enhanced, including allowing integrated use of therapy support funds.
To strengthen career and vocational education for special education students, programs such as a visiting career exploration experience program for middle school students, a disability student data labeler training program, institution-linked vocational education programs, customized training support linked to local businesses for employment, and a university life experience program for disabled students will continue to be operated.
To protect special education activities, installation of safety bells will be supported for 15 special schools, and parent training sessions visiting special schools will be conducted to realize special education based on mutual respect and trust.
Based on this year’s key special education promotion tasks, the Busan Office of Education will hold an explanatory meeting at 3 p.m. on the 6th at the Busan Special Education Support Center to support the establishment of school education plans in the field. Teachers of special schools and special classes in high schools, as well as education support office officials, will attend.
The five education support offices plan to hold special education explanatory meetings for kindergartens, elementary, and middle schools in their districts in February.
