Passage of the "Three Major Livelihood Bills to Revitalize Agriculture and Rural Areas" Proposed by Assemblyman Shin Jeong-hoon
-Rice Price Normalization Act, Agricultural Product Price Stabilization Act, and Nong-eophoe Assembly Act
Shin Jeong-hoon, Member of the National Assembly (The Democratic Party of Korea, Jeonnam Naju·Hwasun), who sponsored the "Three Major Livelihood Bills to Revitalize Agriculture and Rural Areas," saw the bills pass at the National Assembly's Agriculture, Forestry, Livestock, Food, and Maritime Affairs Committee meeting held on the 1st.
The amendment to the "Grain Management Act" includes comprehensive measures to normalize rice prices, such as ▲explicit protection of producers' interests ▲strengthening the obligation for proactive rice production adjustment ▲enhanced management of imported rice ▲purchasing excess production or selling government-managed grains in cases of rice price collapse or surge ▲including wheat and soybean in the public stockpile grains.
The amendment to the "Act on Distribution and Price Stabilization of Agricultural and Fishery Products" establishes ▲a basis for the agricultural product price stabilization system that pays producers the difference when agricultural product prices fall below the reference price, considering production costs and inflation ▲the establishment of a deliberation committee for selecting target items and setting reference prices ▲measures to strengthen supply and demand management through appropriate cultivation area, production observation, and estimation.
The "Agriculture and Fisheries Chamber Act," which Assemblyman Shin proposed as his first bill in the 21st National Assembly, was also passed. It includes provisions for ▲establishing basic, metropolitan, and national agriculture and fisheries chambers ▲participation of the state and local governments in policy processes related to agriculture, forestry, fisheries, and rural areas ▲support for necessary expenses for establishment and operation by the state and local governments, thereby creating a statutory representative organization for farmers and fishers.
The "Support Act for a Sustainable Korean Native Cattle Industry" also passed, providing practical support measures for Korean native cattle farms, whose production base has weakened due to declining self-sufficiency rates, a sharp decrease in the number of Korean native cattle farms, and rising feed costs since market opening.

Assemblyman Shin Jeong-hoon stated, "Although strong opposition from the People Power Party is expected in the Legislation and Judiciary Committee, I will do my utmost to ensure the bills pass in the plenary session within the 21st National Assembly term," adding, "As rice prices continue to fall, market isolation of more than 100,000 tons is necessary. We will protect the future and revive hope for local regions and farmers on the brink of crisis."
