Icheon-si Designates 88.9㎢ as Growth Management Planning Area... Factory Establishment Allowed
Floor Area Ratio Incentives Increased from 100% to 125%, Building Coverage Ratio Raised from 40% to 50%
Among the planned management areas in Icheon-si, Gyeonggi-do, 88.9㎢ has been designated as a growth management planning zone. In the newly designated growth management planning zone, factories and manufacturing companies will be allowed to establish themselves.
Icheon-si announced on the 5th that it has designated and publicly notified growth management planning zones targeting planned management areas where there are high development pressures, concerns about functional conflicts due to mixed uses such as residential and factories, and disorderly development caused by lack of infrastructure, and that the designation will take effect from the 27th.
This designation of growth management planning zones follows the amendment of the Enforcement Decree of the National Land Planning and Utilization Act (National Land Planning Act), which from the 27th prohibits new establishments of factories, manufacturing businesses, and sales facilities in planned management areas without a growth management plan. The city initiated a growth management planning project in April 2022, conducted basic surveys, reviewed and analyzed development directions, and designated 88.9㎢ of land within the planned management areas as growth management planning zones, establishing plans by type.
The types of growth management planning zones are classified into general and residential types considering regional characteristics and development conditions, with permitted and prohibited building uses set for each type. The plans also include details on infrastructure, building density, and incentives.
The city explained that, especially considering the limitations due to overlapping regulations such as the entire city being part of the natural conservation area under the Capital Region Readjustment Planning Act and designated as the Paldang-Daechung Lake Special Measures Area, the mandatory regulatory requirements in the growth management plan have been minimized. Along with this, in the growth management planning zones, if conditions related to infrastructure, building use, and environmental management are met, the building coverage ratio will be relaxed from 40% to 50%, and the floor area ratio from 100% to 125%.
