Half of Jeonse Fraud Victims Are in Their 30s
Among subjects meeting victim criteria,
48.16% are aged 30-40, the largest group
65% of victims reside in the Seoul metropolitan area
More than half of the 10 victims recognized as victims of Jeonse fraud are in their 30s. More than 6 out of 10 victims resided in the Seoul metropolitan area.

View original imageAccording to the Ministry of Land, Infrastructure and Transport on the 5th, out of 15,486 cases of Jeonse fraud reported to the Jeonse Fraud Victim Support Committee, a total of 10,944 cases were finally approved. A total of 757 cases were approved through emergency cooperation requests for suspension of public and private auctions.
The age group of those who met the victim criteria under the Special Act on Jeonse Fraud reached 72.96% under the age of 40. In particular, those aged 30-40 accounted for the largest number with 5,271 cases (48.16%), followed by those aged 20-30 with 2,713 cases (24.79%).
Most of the affected areas were concentrated in the Seoul metropolitan area (65%). By region, Seoul had 2,755 cases (25.2%), Gyeonggi 2,338 cases (21.4%), Incheon 2,014 cases (21.4%), Busan 1,281 cases (11.7%), and Daejeon 1,167 cases (10.7%).
The amount of deposit damage was highest for cases under 100 million KRW with 4,848 cases (44.3%), followed by over 100 million to 200 million KRW with 3,955 cases (36.1%), 200 million to 300 million KRW with 1,792 cases (16.4%), 300 million to 400 million KRW with 305 cases (2.9%), 400 million to 500 million KRW with 42 cases (0.4%), and over 500 million KRW with 2 cases (0.02%).
The types of housing affected by Jeonse fraud were multi-family houses (34.7%) and officetels (23.6%), while apartments and row houses accounted for 17.6%.

View original imageAt the 18th plenary meeting of the Jeonse Fraud Victim Support Committee held the previous day, the Ministry of Land, Infrastructure and Transport reviewed 847 cases and finally approved a total of 688 cases as Jeonse fraud victims or related parties.
Among these, 61 cases were excluded from the application because they met the conditions to receive a full refund of the deposit through guarantee insurance and priority repayment funds. 74 cases were rejected because they did not meet the victim criteria under the Special Act.
Tenants who received a notice of non-recognition or were determined as Jeonse fraud victims or related parties can file an objection. Even if the objection is dismissed, they can seek relief through reapplication if circumstances change later.
Among the 847 cases submitted that day, 55 cases were received as objections. Among them, 31 cases were additionally confirmed to meet the criteria and were re-approved as Jeonse fraud victims or related parties.

Tenants struggling with Jeonse fraud can apply for victim determination in their city or province of residence. Once decided as victims through committee approval, they can receive support measures through the Korea Housing & Urban Guarantee Corporation Jeonse Damage Support Center.
