Rapid Project Promotion Enabled by Prior Designation of Gwanak-gu's First Moa Town Cheongnyong-dong Management Area
Gwanak-gu (District Mayor Park Jun-hee) is accelerating efforts to lay the groundwork for the redevelopment of aging low-rise residential areas, including the steep slopes around Guksabong.
This year, the district has broken ground on the establishment of management plans for four Moa Town sites (▲Cheongnyong-dong 1535 ▲Seonghyeon-dong 1021 ▲Euncheon-dong 635-540 ▲Euncheon-dong 938-5).
First, the Seonghyeon-dong 1021 area is a zone densely packed with aging low-rise houses and semi-basement homes, surrounded by large apartment complexes to the east and west and Sangdo Neighborhood Park to the north. Due to a lack of infrastructure such as parking lots and parks, residents endure extremely poor walking conditions, using narrow mixed pedestrian-vehicle sloped paths equipped with stairs and handrails.
Additionally, most of the area is zoned as Type 2 General Residential (up to 7 floors), with some parts designated as Type 3 General Residential. Due to reduced project feasibility and difficulties in reaching resident consensus, large-scale redevelopment projects have been challenging to implement here.
Finally, in December this year, the district began formulating plans to promote small-scale redevelopment projects in the Seonghyeon-dong 1021 area. The Moa Town management plan will focus on ▲land development that adapts to the natural terrain ▲activation of community streets ▲expansion of infrastructure such as parks.
Alongside this, the district expects to bring about a groundbreaking change in the development of the Seonghyeon-dong area by linking the project with nearby redevelopment initiatives as an integrated redevelopment effort.
The Euncheon-dong Moa Town covers approximately 170,000㎡ centered around Gukhoe Danji-gil, with management plans being established simultaneously for two zones (635-540 and 938-5). It is anticipated that high-quality infrastructure can be secured.
This area is densely populated with aging low-rise houses, and due to steep slopes, road conditions are poor, resulting in severe parking shortages and worsening residential environments.
Moreover, the zoning consists of Type 1 General Residential and Type 2 General Residential (up to 7 floors), making project feasibility low.
Through the Moa Town project, the district has opened the way for roads, parks, and various infrastructure to be introduced into these aging low-rise residential areas, which were previously difficult to develop due to narrow and steep roads.
The district’s strategy includes ▲rational land development plans to overcome steep terrain ▲linkage with surrounding areas and expansion of infrastructure ▲landscape and architectural plans that conform to the hilly terrain. These are expected to significantly alleviate chronic issues such as parking shortages and inconveniences in walking and commuting in the area.
Furthermore, Gwanak-gu’s first Moa Town, Cheongnyong-dong, was designated as a Moa Town management area in December after starting the management plan establishment in April this year. This allows the district to supplement the management plan even before Moa Town approval and notification, enabling the rapid promotion of the Moa housing project under favorable conditions such as ▲expansion of project area ▲mitigation of aging ▲upgrading of zoning and easing of floor limits, thus fulfilling residents’ development aspirations more quickly.
The district plans to make every effort to have all four Moa Town sites approved and notified as management areas next year to accelerate small-scale housing redevelopment projects.
