Gyeonggi-do to Introduce 'City Bus Public Management System' Next Year... 1,200 Buses in the First Year
Gyeonggi Province will introduce the ‘City Bus Public Management System’ starting January 1 next year.
The City Bus Public Management System is a Gyeonggi Province-style quasi-public operation system focused on strengthening public management of city buses. It conducts an annual comprehensive evaluation by route unit on safety management and user service improvement, and decides whether to renew the public management system every three years, emphasizing the enhancement of public interest and transparency.
Once the public management system is implemented, bus companies will stabilize their management, and transportation workers’ treatment will improve. Additionally, residents will be able to use bus services that are friendlier, safer, and arrive on time.
Starting with 1,200 city buses next year, Gyeonggi Province plans to convert all 6,200 city buses in the province to the public management system by 2027. The city bus public management system routes for next year include 700 ‘inter-city/county routes’ operated across two or more cities/counties managed by Gyeonggi Province, and 500 ‘intra-city/county routes’ operated within a single city/county managed by each city/county.
Among the 700 ‘inter-city/county routes,’ 545 currently operating routes will be selected and converted to the public management system starting January 1. For the remaining 155 buses, a demand survey for new routes will be conducted by city/county, and the routes will be promoted through a bidding process in the first half of next year.
Looking at the ‘inter-city/county routes’ converted to the public management system by region, in southern Gyeonggi, these include Gwangmyeong-si routes 1, Bucheon-si route 25, Seongnam-si routes 103 and 231, Suwon-si routes 300, 301, 27, and 9-1, Siheung-si route 5602, Ansan-si routes 30-2 and 123, Anseong-si route 380, Anyang-si routes 10 and 3, Osan-si route 111, Yongin-si route 10-5, Pyeongtaek-si routes 1115 and 1108, and Hwaseong-si routes 400A, 340-1, and 116-3.
In the northeastern Gyeonggi region, these include Gapyeong-gun route 80, Goyang-si routes 97, 799, and 66, Gwangju-si routes 320 and 520, Guri-si route 92, Gimpo-si routes 33-1 and 388, Namyangju-si routes 707, 9, and 76, Dongducheon-si route 53-5, Yangju-si routes 78 and 118, Yangpyeong-gun route 1, Uijeongbu-si routes 25-1 and 1-8, Paju-si routes 70-1 and 10, Pocheon-si routes 138-5, 138, and 62, and Hanam-si route 31.
For ‘intra-city/county routes’ managed by each city/county, the routes subject to the public management system will be selected independently by each city/county after comprehensively considering administrative and financial conditions and user demand, and will be implemented in the first half of next year.
From the implementation date of the public management system, vehicles on routes that pass through other provinces among ‘inter-city/county routes’ and ‘intra-city/county routes’ will be painted blue. Vehicles on routes operating only within a single city/county will be painted green.
Gyeonggi Province plans to reduce the financial burden of operating the city bus public management system by efficiently reorganizing routes, gradually reducing financial support for the private system, cutting unnecessary budget allocations, and minimizing overlapping financial support.

Kim Sang-su, Director of the Gyeonggi Province Transportation Bureau, said, "The city bus public management system is a Gyeonggi Province-style quasi-public operation system that complements the shortcomings of the existing quasi-public system. Once implemented, city bus operations will stabilize, and transportation services for residents will improve." He added, "Gyeonggi Province will continue efforts aiming for full implementation of the city bus public management system by 2027."
