The number of mandatory recorded items in the event data recorder (EDR) for vehicles will increase to include whether the emergency automatic braking system was activated. Regulations mandating the automatic activation of headlights and taillights will also be introduced.

View original imageOn the 25th, the Ministry of Land, Infrastructure and Transport announced the legislative notice of the amendment to the "Regulations on the Performance and Standards of Automobiles and Automobile Parts."
The event data recorder (EDR) stores and provides vehicle operation information such as vehicle speed before and after an accident, brake pedal operation status, and front road conditions. The records left in the EDR serve as crucial evidence for understanding the circumstances of traffic accidents.
With the implementation of this amendment, the number of recorded items will increase from 45 to 67. Mandatory items (55 in total) will include steering wheel angle and whether the emergency automatic braking system was activated, while brake pressure values will be added as optional items.
The recording conditions will also include cases where devices to mitigate collision injuries to pedestrians or bicycles are activated. Currently, only cases where acceleration reaches a certain level or airbags deploy are recorded.
Additionally, to prevent so-called "stealth cars" that drive at night with headlights or taillights turned off, regulations will require the automatic activation of headlights and taillights. The standards will be strengthened so that drivers cannot manually turn off the lights while driving.
Standards for rear safety guards on medium and large cargo and special vehicles will be strengthened, and regulations will mandate the installation of carbon monoxide alarms in camping vehicles.
Standards for automatic steering performance to enhance safety and convenience during driving or parking will also be established. New functions include automatic emergency stopping and hazard light activation when the driver does not operate the vehicle, and low-speed driving and parking linked to the movements of a remotely controlling driver nearby.
The Ministry of Land, Infrastructure and Transport expects that with the implementation of this amendment, the increase in EDR recording items to international standards will improve reliability in accident analysis and reduce the operation of "stealth cars."

The legislative notice period for the amendment is from the 26th until February 25 of next year. It can be checked on the Ministry’s website, and opinions can be submitted via mail, fax, or the website.
