Measures to Improve the Lives of Island Residents
The "Special Act on Supporting Remote Islands on the National Territory, including Ulleungdo and Heuksando," which supports remote islands on the outer edges of the national territory such as Heuksando and Ulleungdo, passed the National Assembly plenary session on the 20th.
According to Sinan County on the 22nd, the "Special Act on Supporting Remote Islands on the National Territory," originally proposed by Representative Seo Sam-seok, and the "Special Act on Supporting Ulleungdo and Dokdo," proposed by Representative Kim Byung-wook, were merged into the "Special Act on Supporting Remote Islands on the National Territory, including Ulleungdo and Heuksando" (hereinafter referred to as the Special Act), which was approved by the Legislation and Judiciary Committee on the 19th and the National Assembly plenary session on the 20th.
The Special Act defines islands located more than 50 km from the mainland as "remote islands on the national territory" and includes measures to improve the lives of island residents, such as creating a safe residential environment and maintaining living infrastructure.
Additionally, the government is required to establish a comprehensive development plan for remote islands on the national territory, install safety facilities for residents, and provide special support for education expenses, among other efforts to improve residential conditions.
With the passage of the Special Act, Sinan County and island residents are filled with anticipation. Until now, most national support for island areas was limited to the five islands in the West Sea or development projects, but this Special Act signals national support for policies that improve residential conditions that directly affect residents.

Park Woo-ryang, the mayor of Sinan County, expressed his determination, saying, "Since the Special Act, which reflects the long-standing wishes of the residents, has passed, I hope the government will also strive to implement it. We will continue to work with other island local governments to establish comprehensive development plans tailored to local circumstances."
