Jungnang-gu, a Leading Force in Housing Development Projects
23 Residential Development Candidate Sites to Undergo Major Environmental Changes... Seoul City and Ministry of Land Rank First in Number of Selected Sites and Project Area
Jungnang-gu (Mayor Ryu Kyung-gi) is leading the way in housing development projects, standing out as the most advanced among Seoul's autonomous districts.
As of this month, the district has a total of 23 sites (approximately 1.36㎢) selected as candidates for housing development projects by the Ministry of Land, Infrastructure and Transport and Seoul City. This represents the largest area and the highest number of sites among Seoul's 25 autonomous districts, firmly maintaining its position as the top district in housing development projects.
About 60% of Jungnang-gu's total area is residential, and among that, 80% consists of aging housing, making urban redevelopment urgent. The district is focusing on improving the residential environment throughout the area. In particular, it is actively pursuing a goal to develop 20% of low-rise residential areas by 2026, supplying 15,200 new apartments.
The target sites include six locations for redevelopment and reconstruction, six for urban public housing complex projects, and eleven for the Moa Town project, with various types of housing development actively underway. Especially this year, some sites passed the Seoul City Urban Planning Committee review, giving momentum to the projects.
First, in early December, the Sajeong Station area (Myeonmok 7-dong 531-6 area) and Yongma Tunnel low-rise residential area (Myeonmok 3·8-dong 1075 area), both urban public housing complex projects, were designated as complex zones. Additionally, four sites including Mangwoo 3-dong 427 area are preparing management plans aiming for approval and announcement of management plans in the first half of next year.
In mid-December, Jung-hwa 5 District (Jung-hwa 1-dong 122 area), a public redevelopment candidate site, was designated as a maintenance zone, and Myeonmok 7 District (Myeonmok Bon-dong 69-14 area), a candidate site for rapid integrated planning (private redevelopment), passed the Seoul City Urban Planning Committee review.
Along with this, Jungnang-gu is laying the groundwork to ensure smooth progress and remarkable results in housing development projects. Earlier this year, through organizational restructuring, the dedicated housing development department ‘Housing Development Division’ was expanded and reorganized into the ‘Housing Development Promotion Team,’ adding the ▲Housing Policy Team and ▲Moa Housing Team. This aims to promote and strengthen the complex development of low-rise residential areas more swiftly.
The ‘Housing Development Support Group,’ launched in February and composed of 210 members including resident representatives and experts, is playing a key role as a guide for housing development by conducting project feasibility analyses, mediating resident conflicts, and holding various meetings and training sessions.
Additionally, the district frequently holds resident briefings to promptly provide accurate information about housing development projects and gather opinions. To ensure residents can access relevant information anytime, easy-to-understand videos are produced and progress updates are published on the Jungnang-gu Office website.

Mayor Ryu Kyung-gi of Jungnang-gu stated, “Next year, more sites will be selected as candidates in housing development contests to improve low-rise residential areas, and we will strive to ensure stable progress of housing development within the district.” He added, “Jungnang-gu will actively take the lead in creating a pleasant and livable residential environment.”
