It is expected to become easier to reconstruct old houses that are over 30 years old. The ruling party and the government are discussing a plan to start the reconstruction process immediately without undergoing a safety inspection. It is also known to include measures to significantly relax the resident consent requirements for housing redevelopment projects.
According to the ruling party and the government on the 21st, the government is expected to announce a plan to ease redevelopment and reconstruction regulations next month. Earlier, President Yoon Suk-yeol said at a residents' meeting held at Moa Town (small-scale housing maintenance management area) in Junghwa 2-dong, Jungnang-gu, Seoul, "From now on, the criteria for starting redevelopment and reconstruction should be completely changed to aging."

President Yoon emphasized, "More than half of the houses in Seoul are over 20 years old, and especially in low-rise residential areas, nearly half of the houses are over 35 years old, causing great inconvenience to residents," adding, "We must definitely transform these old houses, which have remained as they were 30 years ago, into comfortable and safe homes." He promised to thoroughly review and improve the reconstruction and redevelopment project procedures from the ground up to dramatically accelerate the project speed.
Currently, to reconstruct a house, a safety inspection must be passed with a grade of D to E. During the five years of the Moon Jae-in administration, only 65 reconstruction safety inspections were passed. Under the current administration, more than 160 safety inspection passes have been recorded this year alone. Among the 1.85 million apartments in Seoul, 370,000 units (20%) are over 30 years old.
