Korea Customs Service Publishes List of 228 High-Value and Habitual Tax Delinquents... Total Arrears of 1.2 Trillion Won
The Korea Customs Service has released the list of high-value and habitual tax delinquents for this year. The disclosed delinquents number 228, with a total outstanding amount reaching 1.2 trillion won.
On the 20th, the Korea Customs Service announced that it has published the list of ‘2023 High-Value and Habitual Tax Delinquents’ consisting of 228 individuals (168 individuals and 60 corporations) on its official website.
The disclosure targets are those who have owed customs duties and domestic taxes of 200 million won or more for over one year since the date of delinquency. The Korea Customs Service notified high-value and habitual delinquents in March about the upcoming disclosure, provided a six-month opportunity to present explanations, and finalized the list after deliberation by the Customs Information Committee.
The total outstanding amount of the disclosed delinquents is 1.2576 trillion won. Compared to last year, the number of delinquents decreased by 21, but the outstanding amount increased by 256.9 billion won.
This year, 16 newly disclosed delinquents include 10 individuals and 6 corporations. The total outstanding amount of the newly disclosed delinquents is 36.3 billion won, with the highest individual delinquency at 16.3 billion won (Park Juha, 42, electronic cigarette retail and wholesale business) and the highest corporate delinquency at 7.1 billion won (NSTY Co., Ltd., electronic cigarette retail and wholesale business).
Among the 228 disclosed delinquents, the highest individual delinquency is 448.3 billion won (Jang Daeseok, 69, agricultural products trading sole proprietor), and the highest corporate delinquency is 21.8 billion won (Choroknara Co., Ltd., agricultural products trading).
In terms of distribution by delinquency amount, the 500 million to 1 billion won range accounted for the largest group with 81 people (36% of the total). Additionally, the combined delinquency amount of 9 individuals owing 10 billion won or more is 991.1 billion won, representing 79% of the total outstanding amount.
The Korea Customs Service is simultaneously implementing various measures to increase the collection rate, including improving disclosure methods, enforcing administrative sanctions, strengthening tracking of hidden assets of delinquents, operating a reward system for reporting, and collaborating with related agencies.

Ha Yoo-jung, Director of the Tax Base Review Division at the Korea Customs Service, stated, “We will strictly respond to delinquents who deliberately evade taxes according to laws and principles, and strive to establish a sound tax culture by thoroughly tracking hidden assets.”
