An elementary school student threw a piece of chicken out of the window of a high-rise apartment in Seoul, injuring a passerby.
According to the Yangcheon Police Station in Seoul on the 14th, around 4:30 p.m. on the 10th, a man in his 30s, Mr. B, was injured by chicken thrown by an elementary school student, A, in a high-rise apartment complex in Mokdong.
Mr. B was hit in the eye and nose by the chicken pieces and was diagnosed with a two-week recovery period.
According to the Yangcheon Police Station in Seoul on the 14th, around 4:30 PM on the 10th, a man in his 30s, Mr. B, was injured after being hit by chicken thrown by an elementary school student, Mr. A, in a high-rise apartment complex in Mokdong.

Mr. B told E-Daily, "Suddenly, I was hit in the face. At first, I thought someone in front of me hit me by accident, so I was holding my face, but when I looked down, there was chicken on the ground. I thought it was fortunate that it didn’t hit my eye."
During the police investigation, A stated, "I secretly ordered chicken with a friend without my parents knowing, and I threw it outside because I was afraid of getting caught."
According to the police, A is under 14 years old, classified as a juvenile offender (aged 10 to under 14), and is not expected to be criminally charged.
Earlier last month, there was an incident in a high-rise apartment in Seoul where a man in his 70s died after being hit by a stone thrown by an elementary school student.
The child who threw the stone, C, reportedly stated during the police investigation, "I threw the stone as a joke without much thought."
C is under 10 years old and therefore cannot be held criminally responsible under criminal law. The bereaved family of the deceased man in his 70s expressed frustration, saying, "There is no one to hold accountable, and we don’t know whom to blame. It’s very distressing."
In 2015, there was also an incident in Yongin, Gyeonggi Province, where an elementary school student dropped a brick from an apartment rooftop, resulting in the death of a woman in her 50s.

Meanwhile, if damages caused by a minor are proven to have a significant causal relationship with the breach of duty by the guardian, i.e., the person responsible for supervision, the guardian can be held liable for damages under Articles 750 (Contents of Tort) and 755 (Liability of Supervisors of Persons Incapable of Responsibility) of the Civil Act.
