Gangbuk-gu, Seoul (District Mayor Lee Soon-hee) will provide interest-free loans covering up to the full amount of reconstruction safety inspection costs starting this month to support apartment reconstruction projects.
This initiative aims to assist residents who face difficulties raising safety inspection fees, which can amount to hundreds of millions of won. In March, the Seoul Metropolitan Government amended the Seoul Urban and Residential Environment Maintenance Ordinance to include provisions for safety inspection cost loans, and in July, Seoul established the "Reconstruction Safety Inspection Cost Loan Support Operational Standards." Following these measures, Gangbuk-gu has fully funded this support project.
The support targets aged and deteriorated apartment complexes that have been approved for use for over 30 years, with either 200 or more existing households or a site area of 10,000 square meters or more.
If these conditions are met, each complex can receive an interest-free loan covering up to the full amount of safety inspection costs once per complex. The loan period is three years from the initial contract date and can be extended annually up to a maximum of 10 years.
When the loan period expires, or if the project implementation plan approval is applied for (before application), if the safety inspection is failed and reapplied for, or if a construction company is selected (within 30 days from the selection date), the loan must be repaid in full to the district office at once.
Complexes wishing to apply must submit an application to Gangbuk-gu with consent forms signed by more than half of the landowners within the complex. If the loan support is approved after review, up to 10 resident representatives must purchase guarantee insurance and submit the guarantee insurance certificate to the district office. The insurance fee can be included in the loan support.
After submitting the guarantee certificate, an agreement covering the safety inspection cost support, repayment deadlines, and methods will be signed with the district office, and the safety inspection service will be conducted by the district office.
Currently, there are eight aged apartment complexes in Gangbuk-gu that have been approved for use for over 30 years, and one of them is currently undergoing a safety inspection service.
