Basic Theories of Administrative Law and Statutory Interpretation
Hamyang County in Gyeongnam announced on the 20th that it conducted the 2023 Legal Competency Enhancement Training for all employees at the county office's main conference room, covering theories of administrative law, statutory interpretation, and drafting of local ordinances.
This training was designed to improve public officials' abilities to understand and interpret frequently encountered regulatory orders and administrative rules in practice, systematically comprehend the relationship between higher laws and local ordinances for drafting local regulations, and acquire fundamental theories of administrative law to ensure lawful and appropriate administrative dispositions.

View original imageOn the day, Im Byung-su, former Deputy Director of the Ministry of Government Legislation, who joined the Ministry through the administrative examination, used his lifelong expertise and extensive experience in legislative affairs to easily explain key issues such as basic theories of administrative law, statutory interpretation techniques, practical drafting of local ordinances, and legal alternatives to effectively resolve various administrative dispositions and civil complaints faced by frontline administrative staff, enhancing understanding.

Jin Byung-young, the county governor, stated, “In a situation where increasingly complex and diversified conflicts of interest lead to many difficult civil complaints, it is more important than ever for public officials to have a better understanding of the law and to enforce it lawfully and appropriately.” He added, “I hope our public officials can improve their ability to understand and interpret the law and integrate it well with practical work to smoothly handle administrative procedures and other tasks.”
