View original imageGangseo-gu, Seoul (District Mayor Jin Gyo-hoon) announced on the 17th that it has created and started operating 35 resident-priority parking spaces on vacant lots (936.1㎡) located in Hwagok-dong and Gonghang-dong. The parking lot project utilizing leftover land is a project that converts small vacant lots left unattended in residential areas into small-scale parking lots through 'rental agreements with landowners.'
The required budget is 2.4 million KRW per space, which is very economical compared to the 200 million KRW per space needed to create public parking lots, effectively addressing parking difficulties. It also helps prevent residential environment deterioration issues that may arise from long-term neglect of vacant lots, such as illegal dumping of garbage or juvenile delinquency.
When the agreement is signed, landowners can be exempted from property tax under the Local Tax Act or earn 40,000 KRW per month per parking space as parking lot income. Residents can also use the resident-priority parking spaces at a low cost, making it a win-win situation for all. However, the principle is to keep the parking lot open for at least one year.
Hwagok-dong and Gonghang-dong in Gangseo-gu have many narrow alleys, and the residential types are mostly single-family houses and villas, making it difficult to secure parking spaces. Even if the district tries to create parking lots, the high land prices make it difficult to purchase sites.
In Hwagok 1 and 4-dong, 29 parking spaces were created last June after confirming vacant lots due to alleyway regeneration projects and building demolitions and negotiating with landowners. In Gonghang-dong, 6 parking spaces were completed last August on sites found through a full survey of district-owned land.
In particular, the creation of parking lots in Hwagok 1-dong was halted last year due to opposition from nearby residents. The district continuously persuaded landowners for residents who expressed difficulties in finding parking, resulting in the establishment of resident-priority parking lots this year.

District Mayor Jin Gyo-hoon said, "To alleviate the inconvenience caused by the lack of parking spaces, we plan to secure additional parking lots utilizing leftover land in Deungchon-dong and Gonghang-dong next year," adding, "We will strive to resolve chronic parking shortages and create a pleasant residential environment by securing parking spaces through various methods, including the creation of public parking lots."
