Jungnang-gu to Implement '2023 Winter Comprehensive Measures' to Create a Warm Jungnang
Until March 15 Next Year... Focus on Four Areas: Snow Removal & Cold Wave, Safety Accidents, Health & Environment, and Public Safety
Jungnang-gu (Mayor Ryu Gyeong-gi) will operate the ‘2023 Winter Comprehensive Measures’ for four months from the 15th of this month to March 15th next year to ensure that all residents of Jungnang-gu can spend a safe and warm winter.
During this period, the district will take the lead in protecting residents by preparing for winter safety accidents and strengthening support for socially vulnerable groups susceptible to cold waves. The main contents include 27 tasks selected across four major areas: ▲snow removal and cold wave ▲safety accidents ▲health and environment ▲livelihood safety.
First, on the 15th, the district established a ‘Snow Removal Countermeasures Headquarters’ at the CCTV Integrated Control Center and began full-scale operations. This snow removal plan mobilizes 3,970 personnel and secures 208 snow removal vehicles and 1,328 tons of snow removal materials.
In particular, compared to last year, the snow removal measures have been strengthened to increase residents’ sense of safety by ▲adding road heating cables (from 12 locations 1,005m to 22 locations 1,950m) ▲securing additional snow removal equipment for sidewalks (snowplows from 7 to 21, blowers from 28 to 58) ▲adding snow removal bases (from 2 to 4 locations).
Additionally, snow removal material storage boxes (77 locations) and fixed brine spraying devices (2 locations, 1,560m) are operated mainly in vulnerable sections such as major roads and mountain passes, and 261 houses with steep slopes are selected to keep snow removal materials on hand at all times.
Secondly, the district organizes and operates a dedicated cold wave team according to the cold wave crisis level. Under normal conditions, a ‘Cold Wave T/F Team’ operates; when a special weather report is issued, a ‘Cold Wave Comprehensive Support Situation Room’ is formed; and in case of a crisis, a ‘Cold Wave Disaster Safety Countermeasures Headquarters’ is established to protect residents from cold waves.
For the convenience of residents using public transportation, cold shelters at bus stops have been expanded to 23 locations, smart shelters to 6 locations, and heated seats at bus stops to 173 locations, providing warmth to residents. Thirty-nine cold wave shelters also operate on weekdays from 9 a.m. to 6 p.m., and emergency sleeping places are provided if temporary housing is needed due to power or water outages caused by the cold wave.
Detailed support measures have also been prepared for vulnerable groups during cold waves. Safety of elderly living alone is monitored through life support workers or safety and health solution (IoT) devices, and food is provided to 1,550 low-income elderly at risk of malnutrition. In addition, support includes ▲110,000 KRW heating cost support per vulnerable household ▲energy vouchers for vulnerable groups ▲heating cost support for 323 welfare facilities ▲discovery of crisis households and regular support through the ‘Jungnang Together Hope Connection’ to help vulnerable groups get through the winter.
Furthermore, to prevent fires and pipe bursts and ensure safety management, inspections are conducted on facilities such as traditional markets, gas facilities, and parks to prevent various safety accidents. Measures for residents’ health, including infectious disease vaccination support and management of winter food poisoning occurrences, are also carefully addressed. Efforts will also be made to stabilize prices through price trend surveys and inspections.
