Gangseo-gu, Winter Comprehensive Measures for Disaster Response and Protection of Vulnerable Groups 추진
Gangseo-gu, Seoul (Mayor Jin Gyo-hoon) announced on the 14th that it will implement the '2023 Winter Comprehensive Measures' for four months from the 15th of this month to March 15th next year. This is to proactively prevent various disasters and accidents such as winter cold waves and heavy snowfall, and to promptly resolve inconveniences experienced by residents.
With large temperature fluctuations and heavy snowfall and rain expected this winter, the comprehensive measures will focus on supporting vulnerable groups and rapid snow removal, and will be implemented in five areas closely related to residents' lives: ▲health and environment ▲cold wave ▲snow removal ▲safety ▲livelihood.
In the health and environment sector, emphasis will be placed on preparing for infectious diseases such as influenza and managing food safety for residents. Education on handwashing and prevention of waterborne and foodborne infectious diseases such as norovirus will be conducted until April next year at childcare facilities for infants and young children, including daycare centers and kindergartens. Influenza vaccinations will be provided to children, pregnant women, the elderly, and health-vulnerable groups during the winter season.
In the cold wave sector, protection and support for vulnerable groups who are easily exposed to cold will be expanded. A task force (TF) for cold wave situation management will be formed to oversee cold wave situations, establish a communication system for rapid information sharing, and provide disaster helper disaster text message services when cold wave warnings are issued. Visiting nurses and others will continuously check on vulnerable groups and deliver cold weather supplies, striving to minimize casualties caused by the cold wave.
During weekends and holidays when cold wave warnings are issued, the 'Vulnerable Group Health Management Situation Room' will operate from 10 a.m. to 2 p.m. to check the health status of elderly people with mobility difficulties and provide necessary assistance. Fifty-four cold wave shelters and two temporary evacuation centers will be operated. The '2024 Hope Ondol Warm Winter' project will be promoted until February 14th next year to help vulnerable groups spend a warm winter.
In the snow removal sector, all snow removal equipment, including 11 large spreaders, will be maintained, and preparations will be made for smooth snow removal operations by strengthening the heavy snowfall prediction system and establishing monitoring of snow removal vulnerable points. Road heating cables will be additionally installed at three locations, including Sinjeong Elementary School. Twenty-six heated seats will be additionally installed at bus stops, operating a total of 81.
In the safety sector, a wildfire prevention countermeasures headquarters will be operated, and safety inspections will be conducted at 62 multi-use facilities and 34 public hygiene businesses to prevent various disaster accidents. In the livelihood sector, a winter price countermeasures situation room will be operated to monitor price trends and work to eradicate price collusion.
