Integrated Busan National University and Education University Finally Selected... Securing Up to 150 Billion KRW in National Funding
Busan City announced that the integrated model of Pusan National University and Busan National University of Education was finally selected in the Ministry of Education’s 2023 ‘Glocal University 30’ competition.
‘Glocal University 30’ is a project aimed at fostering regional universities with global competitiveness that will lead the co-growth of regions and universities. Starting with 10 universities this year, a total of 30 universities will be selected by 2026, with each university receiving 100 billion KRW in support over five years.
In the first round last June, the Ministry of Education provisionally designated a total of 15 universities, including Pusan National University and Busan National University of Education. Busan City formed the Glocal University Support Group led by Deputy Mayor for Economic Affairs Lee Seong-gwon and actively operated a support system by establishing implementation plans together with the provisionally designated universities.
On October 6, the second round of final designation evaluation was conducted by submitting implementation plans. After about a month of in-depth interviews and face-to-face evaluations, a total of 10 universities nationwide, including the integrated model of Pusan National University and Busan National University of Education, were finally selected.
With the final selection in this competition, Pusan National University will receive up to 150 billion KRW in national funding over five years, including integration incentives. Based on this, under the vision of “A New Future Education City Created by the Edu-triangle,” it will promote nine strategic tasks in three major areas: ▲ governance integration for educational innovation ▲ educational system integration for cultivating convergent talents ▲ campus specialization leading future industries.
Specifically, the nine strategic tasks include: ① Innovation of future teacher training systems ② Digital Interaction: activation of cutting-edge campuses ③ Human Interaction: operation of a human care platform ④ Innovation of the PNU Pentomino education system ⑤ Advanced medical and life sciences convergence education innovation ⑥ 3P Innovation: nurturing regional innovative talents ⑦ Transformation into a global leading industry-academia-research platform ⑧ Leading medical and life sciences industries closely linked to smart cities ⑨ Cultivation of a world-class edutech mecca. Through these nine strategic tasks, the university aims to establish a world-class education system and nurture regionally specialized talents.
In particular, in connection with Busan City’s strategic industries, it plans to focus on fostering five regional specialized industries: edutech, lifecare, semiconductors, quantum and information communication technology (ICT), and digital finance.
In the core strategic task of edutech, in line with the education development special zone and digital education transition, it will create an industrial base such as establishing an edutech alliance and develop a Busan-style edutech brand through demonstrations like the edutech soft lab. In the lifecare sector, it plans to lead the future medical and life sciences industry based on a world-class medical system linked to the Western Busan Smart Healthcare Cluster.
○ In future advanced industries such as semiconductors, quantum and information communication technology (ICT), and digital finance, it will further enhance cooperation with the industry through joint research and professional talent development based on infrastructure such as the semiconductor materials, parts, and equipment specialized complex, urban-type advanced industrial complex, and Munhyeon financial complex.
As the first integrated model nationwide combining a university of education, the integrated Pusan National University is expected to leverage the synergy from its launch as an energy for educational innovation in the Busan region, leading Busan-style specialized education across the entire life cycle from elementary and secondary education to university and lifelong education.
By establishing a comprehensive teacher training system, innovating education beyond the walls inside and outside the university, and integrating the three parties of ‘education providers, education consumers, and education supporters,’ it will realize the vision of a new future education city. Forming a triangle of education, medical and life sciences, and future advanced industries, it is expected to prevent the outflow of local talents and contribute to regional economic revitalization through innovative residential environment strategies beyond the traditional university functions.
Busan City plans to further strengthen the support system to enhance the capabilities of regional universities and establish a regional-university co-growth model by developing regional development-linked strategic tasks, holding policy forums, and providing consulting support based on a city-university-industry cooperation system so that more regional universities can be selected as Glocal Universities by 2026.

Mayor Park Hyung-jun said, “We expect universities to play an active role in regional development with the selection of the integrated Pusan National University as a Glocal University.” He added, “We will actively support and strive to enable regional universities to gain competitiveness, function as hubs for regional development, and realize a successful model of growing together with the region.”
