On the 9th, Lee Jeong-sik, Minister of Employment and Labor, expressed concern over the passage of the so-called 'Yellow Envelope Act' in the National Assembly plenary session, stating, "The industrial sites will be devastated, jobs will disappear, and national competitiveness will decline."
On the 9th, Minister Lee held a briefing at the Government Seoul Office regarding the amendment to the 'Labor Union and Labor Relations Adjustment Act,' saying, "If the amendment is implemented, there is a risk that indiscriminate demands for negotiations will be made simply because of an unclear 'substantial control,' violent strikes may become overt, and illegal acts will be exempt from responsibility."
Minister Lee once again clearly opposed the Yellow Envelope Act. He said, "The government has repeatedly expressed its opposition by specifically explaining the legal issues of the amendment, the adverse effects on the field, and various problems such as special privileges for a few militant unions," and emphasized, "If the bill is sent to the government, we will fulfill the responsibilities stipulated in the Constitution." This is interpreted as a suggestion to President Yoon Seok-yeol to exercise the veto power (request for reconsideration).

Minister Lee pointed out that serious problems could arise if the Yellow Envelope Act is enforced. He said, "Some companies with hundreds or thousands of partner companies may negotiate all year round, and militant union workplaces may strike throughout the year," adding, "The increase in uncertainty triggered by severe conflicts and confusion in labor-management relations will discourage companies' willingness to expand investment and increase employment."
