The paper suggested that South Korea should pioneer the TSR (Transpolar Sea Route) passing through the Arctic Ocean. Developing the TSR is expected to reduce time and costs to one-third compared to transportation via the Suez Canal or Panama Canal. If the Arctic route is developed so that general vessels can navigate it regularly, South Korea could enjoy effects similar to possessing territory in the Arctic.
