Lee Haeng-suk, Deputy Mayor for Political Affairs of Incheon, Proposes Inclusion of Daegok-dong Area in Seo-gu as Agricultural Promotion Zone
Met with Minister of Agriculture and Forestry on the 31st of last month to request cooperation
Incheon City announced on the 2nd that Lee Haeng-suk, Vice Mayor for Cultural Welfare, met with Jeong Hwang-geun, Minister of Agriculture, Food and Rural Affairs, on the 31st of last month and delivered a petition including agricultural promotion areas in the urban development project site in Daegok-dong, Seo-gu, Incheon.
The urban development project area in Daegok-dong, Seo-gu, is a region where local residents are conducting private urban development projects due to Incheon City's financial conditions making it difficult to promote self (public) development projects. Since agricultural promotion areas occupy a large portion of the total area, excluding these areas from the project site would make it practically impossible to proceed with the urban development project, which is why Incheon City submitted this petition.
In the case of the Daegok 2 District urban development project, agricultural promotion areas account for about 40% (233,403㎡) of the total project area of 579,649㎡, and in Daegok 3-1 District, agricultural promotion areas make up about 30% (156,140㎡) of the total area of 558,315㎡.
The Daegok-dong area in Seo-gu was designated as a planned residential development zone by the Ministry of Land, Infrastructure and Transport in 2010, raising expectations for systematic urban development. However, the designation was suddenly canceled in 2013, and development has been delayed since then. The city explained that due to a lack of urban infrastructure such as roads, sewage, and city gas, residents' housing rights have been infringed for a long time, making prompt urban development projects necessary.

Incheon City reflected the canceled area as a planned urbanized site in the 2030 Incheon Urban Master Plan, following the Central Urban Planning Committee's review opinion to devise measures to suppress indiscriminate development at the time of cancellation. After establishing a comprehensive development plan for the northern region of Incheon, the city is promoting private urban development projects under the 'Urban Development Act' to create a systematic and planned city.
