Yongsan-gu, Seoul (District Mayor Park Hee-young) will begin relocating residents from the Hannam 3 Redevelopment Promotion Zone, located in Hannam-dong and Bogwang-dong, starting on the 30th of this month to implement the redevelopment project.
This marks approximately 20 years since the designation of the Hannam New Town district in November 2003.
The relocation target within the zone is about 8,300 households based on the approved management disposition plan, of which approximately 6,500 are tenants. Considering the large-scale relocation, including procedures for compensating commercial tenants for losses, the process is expected to take about two years.
The Hannam 3 District Association, the project implementer, pre-registered applications for relocation expenses from members and tenants during September and October to prepare for the relocation, and will continue to accept applications during the relocation period.
In particular, to address the unprecedented volume of waste generated by the large-scale household relocation, the district has prepared a waste disposal plan through prior consultation with the Hannam 3 District Association. Household waste generated after the relocation begins will be collected and processed by the district, while large waste items must be reported by residents to the association, which will handle their disposal independently.
Additionally, illegal dumping waste will be jointly monitored, guided, and collected by the Hannam 3 District Association and the district. For long-term abandoned waste where identifying the dumper is difficult, the association plans to handle disposal independently.
Anticipating potential slum formation due to the large number of vacant houses after relocation, the district also plans to prepare for residential safety management. In close cooperation with the association, various crime prevention measures will be implemented, including ▲installation of CCTV ▲security posts ▲operation of a comprehensive control center.
The redevelopment zone is located at 686 Hannam-daero, covering an area of 386,395.5㎡, with a total new floor area of 1,048,998.52㎡. The land use zones include a mix of first- to third-class general residential areas and semi-residential areas, with a building coverage ratio of 42.09% and a floor area ratio of 232.47% applied.
Through redevelopment, 197 apartment buildings ranging from six basement levels to 22 floors above ground will be constructed, totaling 5,816 households. Of these, 4,940 will be sale housing units, and 876 will be rental housing units.
Public facilities will include ▲roads covering 51,849.3㎡ ▲parks covering 27,263.6㎡ ▲public offices covering 1,410.0㎡ ▲social welfare facilities covering 1,298.2㎡ ▲schools covering 10,755.4㎡ ▲and parking lots covering 4,044.1㎡.
Park Hee-young, Mayor of Yongsan-gu, stated, “Hannam 3 District is the largest redevelopment project in history, with a project site of about 120,000 pyeong and a project cost exceeding 3 trillion won. It will present the future urban vision of Yongsan-gu. We will actively support minimizing conflicts during the relocation process and ensuring smooth progress.”
Meanwhile, Hannam 3 District was designated as a redevelopment zone in October 2009 under Seoul’s redevelopment promotion plan. After the association was established in September 2012, the project implementation plan was approved in March 2019. Subsequently, the association selected Hyundai Construction as the final contractor in June 2020, established the management disposition plan at the July 2022 extraordinary general meeting, and submitted the approval application in August.

Considering the large scale of the project, the district had the Korea Real Estate Board verify the feasibility of the overall management disposition plan. After final review, the Hannam 3 District management disposition plan was approved in June 2023.
