English ARM CEO Questions Effectiveness of US Semiconductor Export Controls
US "Export Ban on Low-Spec AI Chips to China"
Ren? Haas, CEO of the UK semiconductor company ARM, pointed out that the US export control measures against China are unlikely to achieve their original goal of excluding China from the global advanced semiconductor supply chain.
On the 17th (local time), at the Wall Street Journal (WSJ) Tech Live Conference held in California, USA, ARM CEO Ren? Haas stated, "It is difficult to solve the problem by presenting a list of (export control) items considered important and applying guidelines accordingly."
This remark drew attention as it came amid the US expanding the list of advanced semiconductor equipment subject to export restrictions to China. On the same day, the US Department of Commerce announced a regulatory proposal to include low-end artificial intelligence (AI) chips under export controls to China. It also decided to ban semiconductor exports to companies located in China, Macau, or countries subject to US arms export bans, regardless of the origin of the materials.
Previously, NVIDIA, which dominates 90% of the AI semiconductor market, created and supplied a low-end AI semiconductor product A800 for China to circumvent US export regulations. Analysts believe that the additional regulatory measures were introduced to block such sanctions evasion.

CEO Haas said, "Guidelines on where to set the standards may vary," adding, "If you try to completely restrict (China's) access, as with the US government's export controls, it will become very difficult to solve the problem."
