Busan Office of Education Confirms Candidates for Grade 5 Public Official Promotion Through Competency Evaluation
Busan Metropolitan Office of Education has finalized 27 candidates for promotion to Grade 5 public officials next year, including Yang Jeong-min, a staff member of the General Affairs Division, through a competency evaluation.
The promotion candidates by job series are 21 in educational administration, 2 librarians, 1 in computer science, 2 in facilities, and 1 in engineering. Their selection was based on a combined score of 70% from the promotion candidate list and 30% from the competency evaluation.
Since 2017, the Busan Metropolitan Office of Education has been operating a competency evaluation system to establish a public service culture where capable and diligent public officials can be promoted, and to strengthen employee capabilities and organizational competitiveness.
The competency evaluation assesses core competencies required for a section chief, including ▲public service ethics ▲expertise ▲problem-solving ▲leading change ▲performance management ▲customer satisfaction ▲communication and cooperation, through work performance, interviews (role-playing), multi-faceted evaluations, and integrity assessments.
In this competency evaluation, among the 21 selected in the educational administration job series, 30 candidates took the test, and one candidate ranked lower than 21st on the promotion candidate list overturned the ranking through the competency evaluation and was selected for promotion.
Joo Nak-seong, head of the General Affairs Division at the Busan Metropolitan Office of Education, said, “Our office selects section chiefs through a more fair and objective competency evaluation than any other institution,” adding, “We will continue to strive to ensure all personnel matters, including section chief promotions, are conducted fairly.”

The selected promotion candidates will undergo a four-week training at the Central Education Training Institute from November 6 to December 1 and will be appointed to Grade 5 positions as vacancies arise starting January 1 next year for one year.
