Busan City Operates 'Citizen Jury Panel' to Evaluate Fulfillment of Promises in the 8th Elected Term
Completion of Citizen Jury Formation to Ensure Transparency and Fairness in Pledge Implementation
Selection of 50 Participants via ARS and Phone Interviews, Evaluation of Pledge Fulfillment Process and Derivation of Improvement Measures
Busan City is starting the operation of a citizen jury panel that allows citizens, the policy demanders, to directly evaluate the implementation status and adjustment plans of the pledges made during the 8th term of the elected government.
On the 13th at 1:30 PM, the city held the appointment ceremony and the first meeting of the citizen jury panel in the main conference room of City Hall. Lee Seong-gwon, the Deputy Mayor for Economic Affairs, presented appointment certificates to the jury members and stated that they will listen to the voices of citizens regarding the pledges.
The citizen jury panel consists of about 50 citizens aged 18 and older, randomly selected considering gender, age, and region, through an automated response system (ARS) and telephone interviews to ensure transparency and fairness in pledge implementation.
The city completed the formation of the citizen jury panel last September, and starting with this first meeting, plans to hold a total of three meetings by December to evaluate the pledge projects and derive improvement measures.
▲ The ‘1st meeting’ consists of appointing citizen jurors, education on the manifesto and the citizen jury system, forming subgroups, and selecting adjustment agenda items; ▲ The ‘2nd meeting’ involves a comprehensive explanation of the pledges and a Q&A session; ▲ The ‘3rd meeting’ will be the final discussion on the deliberation results.
Through the operation of the citizen jury panel, the city plans to actively reflect the approved or recommended pledge adjustment proposals in city administration and disclose them on the official website to strengthen communication with citizens.
Deputy Mayor for Economic Affairs Lee Seong-gwon said, “The citizen jury system is a valuable opportunity to directly hear citizens’ opinions on the pledges,” and added, “We will implement the pledges reflecting citizens’ voices and meet the expectations of Busan citizens.”
