Opening of Gangnam-gu Dream Start Children-Only Center
Center Established in Segeok-dong Area with Counseling and Program Rooms in LH Suseo 1 Complex for Vulnerable Children Case Management... Opening in September, Activating Programs Including 1:1 Mentoring, Cooking Classes, and Parent Classes in Second Half of the Year
Gangnam-gu (District Mayor Jo Seong-myeong) opened the Dream Start Center (165 Bamgogae-ro) last month to provide customized services for vulnerable children and plans to further activate educational programs in the second half of this year.
Dream Start is a welfare project that provides customized integrated services to vulnerable children under elementary school age to support their healthy growth and development. The district offers 25 welfare services and educational programs across four areas?physical and health, cognitive and language, emotional and behavioral, and parent and family support services?through case management including home visit counseling to promote the holistic development of children.
Since 2013, the district has operated a dedicated Dream Start team and conducted programs by borrowing spaces from other institutions. However, due to many limitations in promoting various projects, there was a need to establish its own center. Accordingly, the district plans to create its own center through a long-term facility lease contract with LH Suseo 1 Complex, a newly built complex in the Segok-dong area where the most case-managed children reside, to stably promote the project. As of September 2023, there are 147 children from 105 households under case management in Gangnam-gu, who will now be able to conveniently use various programs at the newly established facility.
The center is located on the 1st floor of Building 101 and the 2nd floor of Building 103 within LH Suseo 1 Complex. The 1st floor of Building 101 (109.35㎡) serves as a community center with a resting area and counseling room. The resting area, staffed by child integrated case managers, is equipped with books and play tools. Individual in-depth counseling and parenting coaching are conducted in the counseling room. It will also be used as a meeting space for community welfare institution councils and other groups.

The 2nd floor of Building 103 (72.03㎡) is a program operation space where various group education sessions can be held. Programs include ▲1:1 mentoring and learning guidance to improve basic academic skills through agreements with Seoul National University and Seoul National University of Education ▲experiential art classes to develop creativity ▲cooking classes with family such as making birthday cakes and holiday foods ▲parent education tailored to household characteristics such as single-parent families, children with disabilities, and father classes.
Jo Seong-myeong, Mayor of Gangnam-gu, stated, “We will actively operate in-depth counseling and customized programs for vulnerable children and their guardians in the newly established dedicated counseling and program rooms,” adding, “We will continue to make Gangnam a place that gives wings to children in difficult environments toward their future.”
