Over 20,000 Highway Pothole Cases in 5 Years
The number of pothole occurrences that increase the risk of car accidents on highways has reached about 20,000 over the past five years.
According to the national audit data submitted by the Korea Expressway Corporation to Choi In-ho, a member of the Democratic Party of Korea, as of June 2023, the number of pothole occurrences on highways from 2018 to 2023 was 21,115, with compensation payments amounting to 9.1 billion KRW.
By year, the figures are ▲2018: 4,553 cases ▲2019: 3,717 cases ▲2020: 4,440 cases ▲2021: 4,285 cases ▲2022: 4,509 cases ▲As of June 2023: 2,474 cases.

View original imageChoi In-ho’s office explained, "Potholes are caused by poor quality of the mixture or drainage structure during road construction, ground weakening due to heavy rain, and calcium chloride used for snow removal, but experts mainly analyze that the cause is mostly due to heavy rain." They added, "The Expressway Corporation claims to repair potholes immediately upon discovery, but many are found after accidents occur, leading to a sharp increase in compensation cases related to potholes."
From 2018 to June 2023, the number of compensation cases due to potholes was 5,696, with compensation payments of about 9.1 billion KRW. Compared to 2018, the number of compensation cases in 2022 doubled, and the amount of compensation increased about sixfold.

Choi In-ho said, “Due to rapidly changing climate conditions such as localized heavy rain, the occurrence of potholes is expected to increase,” and added, “As defective sections of highways, including potholes, are increasing, urgent measures are needed to address the aging of highways.”
