Ulsan City to Promote Greenbelt Deregulation in Daun-dong... Establishment of Carbon Neutrality Research Complex
Ulsan City will actively pursue the lifting of development restrictions, the first pledge of the 8th local government administration.
Ulsan City announced on the same day that it will lift the development restriction zone in Daun-dong, Jung-gu, to create a Carbon Neutral Specialized Research Complex as part of the Urban Convergence Special Zone project, and will conduct a public notice to collect residents' opinions from the 6th to the 20th.
Following this announcement, the city plans to complete the lifting of the development restriction zone by the end of this year at the earliest, after hearing opinions from the council, consulting related organizations, and reviewing by the Urban Planning Committee.
Subsequently, the area will be designated as an Urban Convergence Special Zone, with compensation starting in 2026 and project completion scheduled by 2028.
The Carbon Neutral Specialized Research Complex project was selected as a leading project of the Urban Convergence Special Zone by the Ministry of Land, Infrastructure and Transport in December 2022 to foster an innovation hub for carbon-neutral specialized industries.
A total of 52.8 billion KRW will be invested in the project to create a carbon-neutral specialized research complex over an area of approximately 189,000㎡.
The research complex consists of six zones: the U-Star Base Zone, the Eco-friendly Intelligent (Green Smart) Manufacturing Process Innovation Zone, the Ulsan Carbon Neutral Safety Industry Specialized Zone, the Eco-friendly (Green) Hydrogen Core Technology Development and Commercialization Zone, the A-CCUS (A-Carbon Capture, Utilization, and Storage) Demonstration Research Zone, and the Carbon Neutral Industry-Academia Convergence Zone.
Additionally, it will be developed based on eight initiatives including the U-Star Base Town, Eco-friendly Intelligent (Green Smart) Process Optimization Technology Development, Support for Collaborative Industrial Field Robot Industry in Key Industries, Ulsan Carbon Neutral Safety Industry Support Center, and the Eco-friendly (Green) Hydrogen Specialized Complex.
Ulsan City expects that by promoting the Urban Convergence Special Zone project, a high-density innovation space combining excellent industrial, residential, and cultural infrastructure will be created in the city center to attract companies and talent, thereby generating jobs for young people and fostering regional development.

An official from Ulsan City stated, “Starting with the lifting of the development restriction zone for the creation of the Carbon Neutral Specialized Research Complex, we plan to actively promote this key project. Through this, we will lead balanced development driven by local initiatives, including the supply of industrial facility land and residential stability.”
