‘Busan First for the Local Era!’ … Busan City Local Era Committee Fully Launched

Mayor Park Hyung-jun, City Council Chair, Superintendent of Education, and About 30 Appointed Members Attend
On the 4th at 10:30 AM, Busan City will hold the launch ceremony of the ‘Busan Metropolitan City Local Era Committee’ in the main conference room of City Hall to realize a local era originating from Busan.
On September 14th, the Presidential Local Era Committee held a local era proclamation ceremony at the Busan International Finance Center to announce the ‘Local Era Where Anywhere in Korea is a Good Place to Live.’ On that day, President Yoon Suk-yeol attended and declared a bold push for tax support for local areas, improvement of residential conditions, and the transfer of land regulation authority.
The launch ceremony of the ‘Busan Metropolitan City Local Era Committee’ on the 4th marks the city’s full-scale operation of the committee in line with the government’s proclamation of the local era.
The Busan Metropolitan City Local Era Committee, launched on the 4th, will serve as a control tower for local decentralization and balanced development, playing a pivotal role in realizing a local era led by local governments.
It will be responsible for coordinating, reviewing, and deciding on Busan City’s important policies regarding local autonomy decentralization and regional balanced development.
Additionally, by establishing a close cooperative system with the Presidential Local Era Committee, it is expected to play an important role in opening the local era by ensuring that Busan’s policies are maximally reflected in government policies.
The launch ceremony will proceed in the order of ▲Explanation of the composition status of the Busan Metropolitan City Local Era Committee ▲Presentation of appointment letters to committee members ▲Deliberation of the first agenda.
About 30 people will attend, including Mayor Park Hyung-jun, City Council Chairman Ahn Seong-min, Superintendent of Education Ha Yun-su, appointed committee members, and heads of departments in charge of agenda items.
Mayor Park Hyung-jun will receive a report on the composition status of the Busan Metropolitan City Local Era Committee and personally present appointment letters to the 19 first-term appointed members who will play a leading role in the local era.
The appointed members, recommended by various institutions, are experts with extensive experience in diverse fields such as academia, economy, research institutes, and civic organizations. They will act as members of the committee and proactively respond to the designation of four special zones announced by the government, including the Planning and Development Special Zone.
In particular, President Do Deok-hee of Korea Maritime and Ocean University, appointed as the chairman, is known as a ‘business-savvy university president.’ He has been actively addressing issues such as the rapid decline in school-age population and the establishment of a welfare system overcoming regulations, raising high expectations for his activities as the first chairman.
Following this, the first agenda deliberation will be conducted. Under the chairmanship of Do Deok-hee, the committee members will discuss and review four agenda items, including the Busan City Local Era Plan (draft) and the Busan-Ulsan-Gyeongnam Super Metropolitan Area Development Plan (draft).
The Busan City Local Era Plan (draft), which is the agenda for deliberation on this day, sets the vision of ‘BIG Dream Busan, a city where people want to live again,’ aiming to create a ‘global hub city’ through hosting the 2030 Busan World Expo and constructing the Gadeokdo New Airport, and to realize a ‘citizen happiness city’ where people want to live again.
The plan includes five major strategies and twenty core tasks to achieve these goals. The five major strategies are ▲Bold local decentralization ▲Daring educational reform ▲Creative innovative growth ▲Proactive specialized development ▲Customized living welfare.
The Busan-Ulsan-Gyeongnam Super Metropolitan Area Development Plan (draft) contains the vision, policies, and projects for the three local governments of Busan, Ulsan, and Gyeongnam to cooperate and foster one of the eight major Northeast Asian metropolitan economic zones leading the local era.

Mayor Park Hyung-jun said, “The Yoon Suk-yeol administration’s will to realize a ‘local era’ based on fairness and common sense is stronger than ever.” He added, “With today’s launch of the Local Era Committee as an opportunity, we will proactively respond to policies such as opportunity development special zones and comprehensive authority transfer to open a true local era, absorb and develop them in a Busan-style, and make Busan the central axis of the southern region to counterbalance the overconcentration of the metropolitan area.”
