Operation of 'Copyright Specialist Police' in Chungcheong, Honam, Gangwon, and Jeju Regions
Copyright Holders, Direct Consultation on Investigations into Illegal Content Distribution
The Ministry of Culture, Sports and Tourism and the National Police Agency announced on the 19th that they will operate 'copyright-specialized police officers' in Chungcheong, Honam, Gangwon, and Jeju starting this month. This is a follow-up measure to the 'K-Content Illegal Distribution Eradication Plan' announced last July. The scope of management will be expanded to the capital and Yeongnam areas where the Ministry's Copyright Protection Division regional offices are located.
Since 2018, the two agencies have conducted joint crackdowns on copyright infringement. However, the control focused on investigation and arrest was insufficient to support consultations for copyright infringement victims. Accordingly, the National Police Agency designated and selected copyright-specialized police officers centered on the Copyright Special Judicial Police (Seoul, Busan, Daegu) and cyber investigation officers with experience in apprehending heavy uploaders and illegal site operators. Im Seong-hwan, Director of the Copyright Bureau at the Ministry of Culture, Sports and Tourism, explained, "Last month, they completed job training at the Korea Copyright Commission covering copyright systems, infringement judgment and remedies, understanding precedents, infringement issue cases, frequent consultation cases, and utilization of digital forensic technology, all necessary for performing their duties."

Copyright holders can directly consult with copyright-specialized police officers in their residential areas regarding investigations such as illegal distribution of content. Choi Hyun-seok, Director of the Cyber Investigation Bureau at the National Police Agency, stated, "We will promptly take the lead in protecting copyright holders and investigate related crimes strictly and firmly to eradicate them."
