Following Russian President Vladimir Putin's summit with Kim Jong-un, General Secretary of the Workers' Party of Korea, where he stated he would "assist North Korea's satellite," Yoon Sang-hyun, a member of the People Power Party and former chairman of the National Assembly's Foreign Affairs and Unification Committee, raised his voice, saying that "extraordinary measures must be prepared in case a weapons deal between North Korea and Russia is finalized" and that nuclear potential must be secured.
On the 14th, Yoon said on his social media, "Although the Washington Declaration in April established the Korea-US Nuclear Consultative Group and agreed on the regular port call of US strategic nuclear submarines, it is still insufficient. We must receive technology for spent nuclear fuel reprocessing and nuclear submarine technology through the revision of the Korea-US Atomic Energy Agreement," he said.
He added, "We need to raise awareness in the US about the necessity of South Korea's nuclear-powered submarines and strengthen operational training to establish a safety net," and argued, "The US should also show trust considering the current security situation and the elevated Korea-US alliance."
The reason he advocates for the "transfer of US nuclear submarine technology" is due to concerns about North Korea's advancement in nuclear submarines.
Yoon stated, "North Korea launched reconnaissance satellites in May and August but failed, and claims to have launched a tactical nuclear attack submarine capable of underwater nuclear strikes; however, our military assesses that it is not in an operable state. Nevertheless, if Russia transfers advanced satellite and nuclear submarine technology to North Korea, there is growing concern that it will complete the final puzzle in North Korea's unfinished military reconnaissance satellite and nuclear submarine development."

He also proposed providing lethal weapons to Ukraine. He said, "Russia, a permanent member of the UN Security Council, must not be allowed to violate and undermine the UN Security Council resolutions banning all arms transactions with North Korea," and suggested, "If Russia provides advanced technology to North Korea, we can also support lethal weapons to Ukraine. We must closely cooperate with the international community to block weapons transactions between North Korea and Russia."
