North Korean Supreme Leader Kim Jong-un and Russian President Vladimir Putin are expected to hold talks in Russia as early as the 13th and agree on North Korea's weapons support plan. If North Korea proceeds with weapons exports to Russia, it would violate the United Nations Security Council (UNSC) sanctions resolutions against North Korea.
