Ulsan City Overseas Delegation Inspects Floating Offshore Wind Farm in Portugal
World's First Profit-Proven 'Windfloat Atlantic' Visit
Signing of Letter of Intent to Become a Hub City for Renewable Energy Industry Investment
Ulsan Mayor Kim Doo-gyeom and the city's overseas delegation will visit Portugal following their trip to Germany.
Ulsan City announced that on the 11th, Mayor Kim Doo-gyeom visited the WindFloat Atlantic offshore wind farm in Portugal to advance Ulsan as a hub city for the renewable energy industry and signed a letter of intent for investment with OceanWinds.
OceanWinds is a global offshore wind energy specialist company developing a 4GW-scale project and is a joint venture between ENGIE and EDPR.
This agreement was arranged to establish a cooperative relationship for the creation of floating offshore wind power complexes, a major distributed energy source, in accordance with the enforcement of a special law promoting distributed energy activation.
The WindFloat Atlantic offshore wind farm visited by Mayor Kim Doo-gyeom is the world’s first facility to commercialize floating offshore wind technology and prove its profitability. It is also OceanWinds’ first floating offshore wind project.
Ulsan City plans to benchmark overseas cases and operational methods of floating offshore wind power through this visit.
The overseas delegation first visited the WindFloat Atlantic operation management base located at the port of Viana do Castelo in northern Portugal, where they received an introduction to the project from officials, watched promotional videos, and signed the investment intention agreement.
They then moved by ship to inspect the floating offshore wind farm facilities and the onshore substation (operated by REN) that changes voltage to deliver the electricity produced there to consumers.
The WindFloat Atlantic offshore wind farm is located 18 km off the coast of Viana do Castelo, Portugal, in waters 100 meters deep.
Installed and commissioned in 2019, it began commercial operation in 2020. It has three floating foundations and three 8.4 MW offshore wind turbines, producing approximately 25 MW of power, currently supplying electricity to 25,000 households annually.

Mayor Kim Doo-gyeom of Ulsan said, “Through this visit to the offshore wind farm, I directly confirmed the world-class excellence of the floating offshore wind power business. As distributed energy is emerging, Ulsan City will take a leading role in revitalizing the renewable energy industry, including wind power, hydrogen, and solar energy.”
