Provincial Assembly Member Jeong Young-gyun Proposes Ordinance for Formation and Operation of Dam Surrounding Area Council
Rep. Jeong Calls for Establishment of Cooperation Organization Around Dam
Measures to address various damages and inconveniences experienced by residents around dams in the Jeonnam region are expected to be established.
Jeong Young-gyun, a member of the Jeonnam Provincial Council's Agriculture, Fisheries, and Livestock Committee (Democratic Party, Suncheon 1), officially proposed the "Jeollanam-do Dam Surrounding Area Council Formation and Operation Ordinance" at the 374th extraordinary session of the Health, Welfare, and Environment Committee.

Assemblyman Jeong stated, "The ordinance was proposed to establish a legal basis for a permanent public-private cooperative organization composed of practical stakeholders for residents around dams in Jeollanam-do."
Jeong has visited the areas surrounding five metropolitan water supply dams in Jeollanam-do, listened to and confirmed the inconveniences and unfair issues faced by residents, and has continuously strived for institutional improvements within Jeollanam-do through provincial government inquiries.
Accordingly, to resolve the practical problems experienced by residents, the ordinance establishes a public-private cooperation organization at the Jeollanam-do level, creating a system for the formation and operation of the Jeollanam-do Dam Surrounding Area Council.
The council will be composed of the Vice Governor of Jeollanam-do as the chairperson, deputy heads of cities and counties around the dams, provincial and city/county council members, officials from dam management agencies (Yeongsangang River Basin Environmental Office, Gwangju Metropolitan City, Korea Water Resources Corporation Yeong and Seom Basin Headquarters), relevant experts, and resident representatives.
Additionally, to discover practical support policies for residents around the dams, the council will operate based on the Dam Construction and Management and Surrounding Area Support Act, the Water Supply Act, the Drinking Water Management Act, and the Special Act on Eco-friendly Conservation and Utilization of Dam Surrounding Areas.
Jeong Young-gyun said, "Jeonnam has experienced the longest drought since weather observations began last year and extreme heavy rains during this year’s monsoon season, making the importance of water management and dams more apparent than ever," adding, "With the passage of this ordinance, I hope that the various damages and inconveniences that residents around dams have endured will be improved in contrast to the broad benefits provided by the dams."
