Yoon Targets Russia Over 'North Korea Military Cooperation' "Attempts Undermining Peace Must Stop Immediately" (Comprehensive Report 2)

President Yoon Suk-yeol urged at the Korea-ASEAN (Association of Southeast Asian Nations) Summit held on the morning of the 6th that "attempts at military cooperation with North Korea, which undermines international peace, must be immediately halted." This is interpreted as a warning message aimed at Russia amid speculation that Kim Jong-un, General Secretary of the Workers' Party of Korea, and Russian President Vladimir Putin will soon meet to engage in arms deals and military cooperation.
At the Korea-ASEAN Summit held at the Jakarta Convention Center that morning, President Yoon stated, "North Korea's nuclear and missile threats pose a serious threat to peace on the Korean Peninsula and the Indo-Pacific region, as well as a direct challenge to the international non-proliferation regime."
President Yoon particularly emphasized, "UN member states must not abandon their obligations under UN Security Council sanctions, including the prohibition of illegal arms transactions with North Korea." He called on ASEAN to continue supporting the international community's efforts to achieve the complete denuclearization of North Korea. President Yoon requested, "please actively participate in blocking the illegal seizure of virtual assets and the dispatch of workers, which are major sources of funding for North Korea's nuclear and missile development."
In addition, President Yoon adopted the Korea-ASEAN joint statement related to the 'ASEAN Outlook on the Indo-Pacific (AOIP) Cooperation,' which contains the achievements of Korea-ASEAN cooperation and future cooperation directions. AOIP is an ASEAN-level Indo-Pacific regional initiative led by Indonesia, adopted in 2019, which specifies cooperation principles such as ASEAN centrality, inclusiveness, openness, and transparency, as well as four key cooperation areas (maritime, economy, connectivity, and sustainable development). In November last year, at the ASEAN Summit held in Phnom Penh, Cambodia, President Yoon announced the Korea-ASEAN Solidarity Initiative and the Korean version of the Indo-Pacific strategy, and has since selected and pursued eight key priority tasks centered on freedom, peace, and prosperity. These eight key tasks include development cooperation in future industries and infrastructure, strengthening maritime security, digital advanced technology, nurturing future talents, and joint responses to climate crises and infectious diseases.
Through the Korea-ASEAN Solidarity Initiative, President Yoon expressed his intention to uphold a rules-based order founded on universal values and to strengthen economic and future generation cooperation. He also conveyed his intention to coordinate the Indo-Pacific strategy and discover new cooperation areas based on full support for the ASEAN-led regional architecture through the Camp David spirit agreed upon by the leaders of Korea, the US, and Japan last month at Camp David.
This is interpreted as an intention to enter the ASEAN market, which is increasing in economic and geopolitical importance, together with the US and Japan, and to change the landscape of future economic and security cooperation. In particular, it implies a plan to prevent the side effects of past ASEAN regional development led by China’s concentrated capital and disputes over the South China Sea, and to assist ASEAN countries in the development they desire through cooperation among Korea, the US, and Japan.
Cooperation will also be strengthened in defense and defense industry sectors, as well as in cyber security, drug control, terrorism, and other transnational crime responses. Regarding this, President Yoon explained, "Peace and stability in the South China Sea, a key maritime route in the region, are essential for the prosperity of the Indo-Pacific region," and added, "We will support ASEAN countries' maritime law enforcement capabilities and expand joint training cooperation with ASEAN to strengthen maritime security cooperation." Since ASEAN countries have significant interest in defense due to regional issues such as the South China Sea dispute with China, this is interpreted as a strategy to create opportunities for K-defense exports, which are gaining attention on the global stage for cost-effectiveness (performance relative to price).
Specifically, President Yoon explained the ‘Korea-ASEAN Digital Innovation Flagship Project (2024?2028)’ for enhancing ASEAN future generations’ AI capabilities and jointly developing foundational services, as well as development plans for countries in the Mekong River basin. The Korea-ASEAN Digital Innovation Flagship Project, which includes future business sectors such as digital technology, electric vehicles, batteries, and smart cities, aims to activate private investment with full government support. The presidential office views investment in these sectors as essential for future generation cooperation, as the ASEAN region has a low average age and high potential for future cooperation but still lacks advanced industrial infrastructure.
Additionally, the president promised new contributions to the Mekong River Commission to support ASEAN’s inclusive growth and integration, and proposed improving the Korea-ASEAN FTA to adapt to changing environments such as digital technology and climate change. He explained that Korea will participate as a new development partner in the Mekong River Commission (MRC), one of the major consultative bodies in the Mekong region, starting in 2024, and plans to provide an initial contribution of $1 million next year. Since the four Mekong River basin countries (Cambodia, Laos, Thailand, and Vietnam) have abundant resources and are countries with which Korea should cooperate to diversify its advanced industrial supply chains, this is interpreted as a strategy to build mutual cooperation. Korea plans to actively promote cooperation with ASEAN in climate change response and health sectors. Earlier, through the 'Korea-ASEAN Methane Action Partnership' launched in July, Korea will systematically support ASEAN’s methane reduction efforts and continue cooperation with ASEAN in vaccine production and therapeutic development. President Yoon proposed upgrading the bilateral relationship to a 'Comprehensive Strategic Partnership' on the 35th anniversary of Korea-ASEAN dialogue relations in 2024, which ASEAN leaders welcomed.

With about three months remaining before the vote for the host city of the 2030 World Expo, Korea launched an all-out campaign for the bid. President Yoon said, "Korea is a country that rose from the ruins of war to become an advanced nation in just half a century," and added, "Through the 2030 Busan Expo, we want to share our development experience with many neighbors, including ASEAN. We also aim to provide a platform to jointly seek solutions to the challenges facing humanity," urging support.
