Geochang County Council Opens Extraordinary Session ... Reviewing 847.2 Billion KRW Supplementary Budget Proposal
On September 4, the Geochang County Council in South Gyeongsang Province began its nine-day session with the opening ceremony and the first plenary session of the 272nd extraordinary meeting, commencing the review of the 2nd supplementary budget proposal.
The scale of the 2nd supplementary budget proposal prepared by Geochang County amounts to 847.2 billion KRW, an increase of 50.3 billion KRW from the previously approved amount of 796.9 billion KRW.
This extraordinary session will not only focus on the review of the supplementary budget proposal but will also include administrative questions as part of the agenda. Six council members-Kim Hyesuk, Park Suja, Shin Jungyang, Kim Hyangran, Shin Mijeong, and Kim Hongseop-are scheduled to question the county governor and relevant officials about the plans and current status of various major county government projects.

View original imageIn his opening remarks, Chairperson Lee Honghee urged fellow council members to thoroughly examine the supplementary budget proposal to ensure that no unnecessary projects are included and that no funds are allocated carelessly.
To the executive branch, he stated, “As it is written in the Cheonmyeong section of the Myeongsimbogam, ‘Those who follow the will of heaven will prosper, while those who go against it will perish.’ Just as this saying suggests, both the council and the executive branch must be vigilant to ensure that, in carrying out legislative and administrative affairs, they do not go against the will of the people-which is akin to the will of heaven-so that Geochang may continue to thrive day by day.”
During the first plenary session, council members Shin Mijeong and Choi Jungyu each delivered five-minute speeches.
Council member Shin, under the theme “Dreaming of a Geochang Where Children Are Happy,” pointed out that while Geochang County has been proactive in expanding facilities for the leisure activities of seniors, it has been slow to increase play facilities for children. She expressed her disappointment and urged the executive branch to further expand play facilities for children.
Council member Choi, under the theme “The Era of a 1 Trillion KRW Budget: Bold Investment in Future Generations Is Urgently Needed,” stated that while Geochang County aspires to reach a 1 trillion KRW budget and is striving to maintain a population of 60,000, most of the budget is still concentrated on regional development projects and resident convenience projects aimed at resolving civil complaints, with very little allocated to population growth. He emphasized that bold investment in future generations is desperately needed, even if it seems reckless.
Meanwhile, a total of 19 agenda items have been submitted for this extraordinary session, including one supplementary budget proposal, one fund amendment proposal, eight ordinance proposals (including four proposed by council members), and nine general proposals. These items will be reviewed by each standing committee and are scheduled to be put to a vote at the 4th plenary session on September 12.
