My Mobile Real-Time CCTV... Seongdong-gu Introduces Nation's First 'Walking Trail Crime Prevention System'
Seongdong-gu Operates Nation's First 'Trail Crime Prevention System' in Mountainous Parks... QR Code Scanning Connects Smartphones to District Office CCTV System for Emergency Response and Multifaceted Use
Seongdong-gu (Mayor Jeong Wono) is conducting a pilot operation of the nation’s first ‘Crime Prevention System for Walking Trails’ targeting mountainous park walking trails to ensure the safe daily lives of residents amid a series of crimes.
Recently, violent crimes targeting not only women but also unspecified individuals have occurred consecutively, causing widespread anxiety throughout society. In particular, as these violent crimes happen regardless of time and place, the number of residents expressing unease in their daily lives has significantly increased.
In response, Seongdong-gu has introduced the ‘Crime Prevention System for Walking Trails’ on the walking trails of Eungbongsan and Dalmaji Park, the district’s representative mountainous parks, starting from the 28th of this month, to alleviate residents’ heightened anxiety and enable safe use of everyday spaces again.
The ‘Crime Prevention System for Walking Trails’ transforms a smartphone, which individuals always carry, into a ‘mobile CCTV’ by scanning a QR code installed at the park entrance. This system is linked to Seongdong-gu Office’s Smart City Integrated Operation Center, allowing real-time response in case of dangerous situations.
The usage is simple. Scan the QR code on the information board installed at the entrance of the walking trail, enter your phone number, agree to send video and location data, and then press the ‘Send’ button on the smartphone screen. After that, video, audio, and location data are transmitted in real time to Seongdong-gu Office’s Smart City Integrated Operation Center.
In case of an emergency, pressing the ‘Emergency Report’ button on the smartphone screen immediately sends an alert to Seongdong-gu Office’s Smart City Integrated Operation Center, which monitors the situation in real time and can request cooperation from related agencies such as the police.
Seongdong-gu has already established a system to share CCTV footage in real time with fire stations, police stations, and the district office, creating an organic cooperation system that enables rapid response in emergencies. Of course, if no abnormal situation occurs, the transmitted CCTV footage is deleted immediately after the system is terminated.
The district plans to pilot the ‘Crime Prevention System for Walking Trails’ at two locations?the walking trails of Eungbongsan and Dalmaji Park?and gradually expand it. Additionally, during the pilot operation period, the district will actively collect residents’ feedback on the system, discover additional smart technologies applicable to the system, alleviate residents’ anxiety, and reduce safety blind spots.
Furthermore, Seongdong-gu will strengthen patrols focusing on parks, walking trails, and riversides. Since the 24th, joint patrols by the autonomous crime prevention team and Seongdong Police Station have been conducted in major parks, walking trails, and densely populated areas, in addition to existing patrol areas.
Moreover, through the ‘The Safety Innovation Project’ initiated in 2017, Seongdong-gu has installed 3,771 crime prevention CCTVs, including ▲smart CCTV installation ▲replacement of low-resolution CCTVs ▲creation of safe alleys through crime prevention design. As of the end of last year, Seongdong-gu ranked first among Seoul’s 25 districts with 226 crime prevention CCTVs installed per square kilometer. Going forward, the district plans to replace 96 outdated security CCTVs and newly install CCTVs in 34 vulnerable areas such as mountainous parks. Intelligent selective monitoring CCTVs will also be expanded sequentially.

Jeong Wono, Mayor of Seongdong-gu, stated, “As violent crimes have occurred consecutively in everyday spaces recently, amplifying citizens’ anxiety, I believe local governments must actively seek and implement policies within their capacity. The ‘Crime Prevention System for Walking Trails’ currently being operated is the result of Seongdong-gu’s efforts to introduce various smart technology-based policies so that residents can enjoy their daily lives more conveniently and safely, aiming to become a ‘Smart Inclusive City.’”
