Busan Office of Education Establishes Legal Team to Directly Address Malicious Complaints
Operation of the 'Legal Support Team' within the Gyowon Healing Center
The Busan Metropolitan Office of Education (Superintendent Ha Yun-su) will establish and operate a Legal Support Team within the Teacher Healing Center starting this September to strengthen the protection of educational activities. This team will be responsible for legal support, on-site visit assistance, and responding to malicious complaints.
The legal support area includes legal consultations related to educational activities, responses through lawyer consultations and appointments during investigations by investigative agencies concerning false accusations of child abuse, legal consultations prior to the convening of the Teacher Rights Protection Committee, and handling lawsuits related to legal disputes in educational activities.
On-site visit support involves visiting teachers to propose customized support measures for issues infringing on educational activities. These customized support measures include legal support, psychological counseling, specialist consultations, and support for treatment and healing expenses. Additionally, consulting support is provided for the handling process of school Teacher Rights Protection Committee cases.
Malicious complaints are directly handled by the Legal Support Team. If a malicious complaint involves criminal punishable matters, legal advice is provided followed by legal action. Teachers can report malicious complaints during working hours either by visiting in person or via phone, and reports can also be submitted 24 hours a day through an electronic complaint board available at night.
Ha Yun-su, Superintendent of Busan Metropolitan Office of Education, stated, “The establishment and operation of the Legal Support Team at the Teacher Healing Center will serve as a direct on-site support measure to protect teachers’ educational activities against infringements,” adding, “We will take the lead in creating schools where teachers can fully focus on student education activities in a safe educational environment and where the entire educational community is happy.”

In addition to operating the Legal Support Team, the Busan Teacher Healing Center will expand existing counseling programs and operate expert lectures and group counseling programs to enhance teacher capabilities. Various healing camps aimed at teacher recovery are also being operated.
