Cable Cars and Monorails: Strengthening Obligations to Install Mobility Convenience Facilities for Transportation-Disadvantaged Persons
Legislative Notice for Amendment Including Establishment of Installation Standards
On the 23rd, the Ministry of Land, Infrastructure and Transport announced that it will issue a legislative notice on the 24th for the amendment of the 'Enforcement Decree and Enforcement Rules of the Act on Transportation for the Disadvantaged,' which includes the establishment of types and installation standards for mobility convenience facilities to make it easier for transportation-disadvantaged individuals to use rail and cable transport such as monorails and gondolas.
This measure responds to criticisms that, unlike other transportation modes such as buses and railways, rail and cable transport currently have no obligation to install mobility convenience facilities for the transportation-disadvantaged, causing inconvenience in their use.
According to the amendment, the installation targets for mobility convenience facilities will be expanded to include rail vehicles transporting passengers under the 'Rail Transport Act' (closed-type vehicles in the case of cable transport) and rail facilities such as platforms directly used by passengers.
Rail vehicles will be equipped with facilities such as audio announcements and text information boards to provide destination information, and detailed standards and types of necessary mobility convenience facilities will be established, including designated seats for the transportation-disadvantaged (near entrances) and wheelchair spaces (at least one per one-way trip).
Additionally, rail facilities used by transportation-disadvantaged individuals to board rail and cable transport will be equipped with ramps, braille blocks, elevators, access routes, fall prevention devices on platforms, and vehicle approach warning systems at parking lots, entrances, passageways, and platforms to ensure no inconvenience along the movement paths.

Lee Yoon-sang, Director of the Transportation and Logistics Office at the Ministry of Land, Infrastructure and Transport, stated, “Through this amendment, we expect that transportation-disadvantaged individuals such as persons with disabilities, the elderly, and pregnant women will be able to use cable cars, monorails, and similar transport modes more conveniently in the future.”
