US Announces Executive Order Restricting Investments in AI, Semiconductors, and Quantum Computing Related to China
The U.S. administration under Joe Biden is restricting American capital investments in advanced Chinese technology sectors such as artificial intelligence (AI), as previously announced.
On the 9th (local time), President Biden issued an executive order regulating investments by American capital, including private equity and venture capital, in three Chinese sectors: AI, advanced semiconductors, and quantum computing. Companies intending to invest in these sectors in China must mandatorily report their investment plans in advance, and the authority to decide, including investment bans, will rest with the U.S. Secretary of the Treasury. The Biden administration plans to announce detailed implementation rules separately after consulting industry opinions.
