On the Front Lines in the Field! ... Pohang City’s Customized Typhoon Response in Eup, Myeon, and Dong Draws Attention
Eupmyeondong, Frontline of Disaster Safety Management, Focused Administrative Efforts Based on 'Monsoon and Typhoon Preparedness Training'
Mayor Lee Gang-deok Emphasizes "Citizen Safety First, Immediate Response to Even Small Risk Signs"
Pohang City, in response to the northward approach of Typhoon No. 6 'Khanun,' has determined that tailored on-site response capabilities by region are crucial for the safety of its citizens, and is focusing administrative efforts on frontline responses led by eup, myeon, and dong heads.
Since June 4, when Typhoon 'Khanun' was expected to approach, the city has maintained a real-time response system and has been actively engaging in typhoon-specific responses on the ground, centered around eup, myeon, and dong offices.
Each eup, myeon, and dong in Pohang is strengthening pre-inspections of disaster-prone areas such as construction sites and drainage channels, visiting cooling shelters like senior centers to inspect facilities and provide guidance on safety measures, all in efforts to minimize typhoon damage through proactive measures.
Additionally, self-governing disaster prevention groups in eup, myeon, and dong, which played a significant role in preemptive measures during the last rainy season for landslide-prone areas, along with community leaders, neighborhood watch groups, and volunteer fire brigades, have established communication networks to actively conduct inspections of vulnerable areas, check drainage channels and pumps, manage illegal signboards, remove banners, and inspect evacuation shelters.
Alongside this, the city has entered a comprehensive typhoon response posture by strengthening pre-inspections of coastal areas, riverbanks, landslide-prone zones, and habitual flood zones, and is coordinating real-time sharing of disaster response progress in eup, myeon, and dong to ensure that all measures are carried out seamlessly without omissions.
This eup, myeon, and dong-level response was greatly supported by the 'Practical Resident Evacuation Drill for Rainy Season and Typhoon Preparedness' conducted in June for all 29 eup, myeon, and dong areas to enhance regional disaster prevention capabilities against natural disasters.
The drill simulated a typhoon approach and focused on eup, myeon, and dong self-meetings for countermeasures, safety inspections of areas at risk of casualties, removal of debris from drainage channels and rainwater inlets in flood-prone areas, verification and inspection of evacuation shelters, and checks on vulnerable disaster groups.
Based on this experience, the eup, myeon, and dong areas in Pohang are moving in a coordinated manner ahead of the typhoon's northward advance.
Daesong-myeon is intensifying frequent patrols of rivers under construction such as Chilseongcheon and Ubokcheon, and is implementing preemptive measures such as restricting access to the trail around Jobak Reservoir (Jeokgyeji), closely monitoring the typhoon situation.
Homigot-myeon is working to prevent potential damage caused by the typhoon by disposing of discarded fishing nets and gear at Homigot Port, distributing sandbags to flood-prone areas, and pre-releasing water from Daebo Reservoir and Gangsa Reservoir.
In addition, Songra-myeon has completed the removal of facilities including 56 Mongolian tents at the beach and has strengthened administrative guidance by withdrawing beachgoers' tents, while Janggi-myeon is actively controlling access to non-designated beaches, removing tents, and clearing unauthorized deposits in public waters, all in busy efforts to prepare for the typhoon according to local conditions.

Mayor Lee Kang-deok emphasized, “Eup, myeon, and dong are the frontline of disaster safety management, and I urge them to take responsibility and thoroughly prepare in advance for areas at risk of casualties such as habitual flood zones and landslide-prone areas. We will prioritize citizen safety and respond immediately to even the smallest signs of danger to minimize typhoon damage.”
