Busan City Pushes for Relocation of 55 Supply Depot and Sinsundae Pier ... Nam-gu Opposes
Busan City is pushing for the relocation of the military facilities ‘55 Bogyupchang’ and ‘8 Budu’ near the planned site for the 2030 Busan World Expo.
The site will be utilized for the 2030 Busan World Expo event, and the North Port Phase 3 redevelopment project is scheduled to proceed.
The city announced on the 3rd that it plans to consult with the government on relocating the ‘55 Bogyupchang’ in Dong-gu and the ‘8 Budu’ in Nam-gu to a dredged soil disposal site near the Naval Operations Command military area at the end of Sinsundae Pier.
The 55 Bogyupchang site located in Dong-gu is a space with cultural and economic value, serving as a connecting area linking the city’s rivers, Busan Citizens Park, and the sea. The total area is approximately 220,000㎡.
Busan City plans to use the site for the 2030 Busan World Expo event and, after the expo, develop it into a waterfront space along Dongcheon Stream and an international financial business hub.
The ‘8 Budu’ located in Nam-gu and its surrounding area will be part of the North Port Phase 3 redevelopment project.
The North Port Phase 3 project area includes 7 Budu, 8 Budu, Uam Budu, Uam CY, and Gamman·Singamman Budu, covering 3.1 million㎡ of land and adjacent sea areas. Among these, 7 Budu, Uam Budu, and Uam CY will be used as the expo venue.
The city plans to incorporate 8 Budu, Singamman·Gamman Budu, and the surrounding industrial areas into the North Port Phase 3 redevelopment project, reflecting the Ministry of Oceans and Fisheries’ ‘Basic (Revised) Plan for Port Redevelopment’ to be established in 2025.
The North Port Phase 3 redevelopment project also includes a long-term plan to encompass the eastern coast of Yeongdo across the harbor.
In addition, in connection with the North Port Phase 3 redevelopment, Busan will expedite the urban railway projects for the Oryukdo Line in Nam-gu and the Uam?Gamman Line.
Park Hyung-jun, Mayor of Busan, said, “The 55 Bogyupchang and 8 Budu areas, which are living history and symbols of modern and contemporary Korean history, have been cut off and confined, but now they can return to the citizens’ embrace.”
He added, “As today marks the official first step of the 55 Bogyupchang and 8 Budu relocation project, we will frequently communicate and consult with residents of the candidate relocation areas throughout the process, and fully gather local opinions through residents’ briefings and other means.”
Meanwhile, Nam-gu opposes the relocation project, stating that it cannot agree to a decision made without resident consultation.
The district stated that it has borne the burden of port logistics vehicle traffic as a port city responsible for Korea’s exports and imports, and if the 55 Bogyupchang moves into their area, given the presence of the Naval Operations Command, it could potentially turn into a military base.

They also emphasized that while they hope the 2030 Busan World Expo will be successfully hosted as a symbol of citizen unity, sufficient solutions must be provided to address the inconveniences caused to residents by the relocation of the 55 Bogyupchang.
