Ruling Party and Government to Promote Compensation Claims and Contract Termination Rights for Residents of Poorly Constructed Apartments
Complete Survey of Privately Completed and Constructed Apartments
The People Power Party, the government, and the Presidential Office are pushing for measures to compensate residents for damages related to the omission of rebar and poor construction in apartments commissioned by Korea Land and Housing Corporation (LH), and to grant contract termination rights to prospective residents.
On the 2nd, Kim Jeong-jae, the People Power Party floor leader of the National Assembly Land, Infrastructure and Transport Committee, announced that the party, government, and Presidential Office held an emergency high-level meeting at the Prime Minister's official residence in Jongno-gu, Seoul, to discuss countermeasures regarding the poor construction of these apartments.
Kim said, "Along with a full inspection of the related apartment complexes, we decided to thoroughly investigate illegal activities that occurred during the previous administration and establish fundamental countermeasures. Based on the results of the full inspection, we will proceed with reinforcement construction, punishment of those responsible, and compensation to residents in consultation with the residents' representative meetings to ensure their satisfaction. We will also grant contract termination rights without restrictions on reapplication to prospective residents."
The party and government plan to promptly complete reinforcement construction for the 15 complexes where defects were confirmed based on the full inspection results. Kim also stated, "It is likely that the investigation will expand to include those constructed with flat slab structures."
They also plan to conduct a full inspection of apartments completed or under construction by the private sector. The inspection of private apartments is expected to be completed by the end of next month. After confirming the results of the private apartment inspection, comprehensive safety measures for the 'flat slab structure' and plans to dismantle construction-related cartel interests will be announced.

Additionally, the Fair Trade Commission will initiate an ex officio investigation into collusion in design and supervision and unfair subcontracting transactions. The People Power Party will push for legislation on five laws to normalize construction sites. Through a party-level fact-finding task force (TF), a national audit will be considered if necessary. The TF is scheduled to hold its first meeting on the 4th.
