View original imageYongsan-gu (Mayor Park Hee-young) began pilot operation of the proactive administration mileage system on the 20th.
The system aims to encourage and immediately reward public officials' efforts to practice proactive administration, fostering an atmosphere where they can work confidently.
The newly introduced mileage system continuously awards points for small but meaningful proactive administrative tasks. Alongside the existing selection of outstanding proactive public officials, who receive exceptional rewards twice a year for major achievements such as improving unreasonable regulations, the system was introduced to further promote proactive administration.
The pilot operation targets team leaders and below in 26 departments within the Culture & Economy, Life Support, Urban Management, and Safety, Construction & Transportation Bureaus. After the pilot ends in November this year, the system will be expanded to all departments and dong community service centers in 2024.
Accumulated mileage points can be redeemed at any time for incentives such as Bluetooth earphones, eye massagers, and tumblers. Points not redeemed within this year cannot be carried over to the next year.
The operation method refers to the Ministry of the Interior and Safety’s standard guidelines. Department heads award points to individuals based on four criteria: ▲Work Planning ▲Execution & Operation ▲Performance Creation ▲Bonus Points, and the dedicated department (Audit Office) approves them.
Points are allocated from 1 to 4 for detailed items with differentiated scores. Items include proactive idea discovery (1 point), coordination and cooperation with related organizations (2 points), efficient execution management (3 points), system improvement (2 points), and winning competitions (4 points). Bonus points are awarded by the dedicated department.
An evaluation panel of about five team leaders from related proactive administration departments has also been formed. The panel verifies and evaluates the mileage operation status.

Mayor Park Hee-young stated, “Autonomous proactive administration in daily work processes leads to resolving citizen inconveniences and changes in district administration,” adding, “I hope this mileage system will inspire even small efforts toward proactive administration among employees.”
