Eunpyeong-gu Wins Grand Prize for Best Practice in the 2023 National Basic Local Government Heads Manifesto Competition… ‘Eunpyeong Youth Preparing for Independence, Wise Self-Reliance’
Nation’s First Eunpyeong Youth Independence Preparation Center and Eunpyeong-Style Independence Preparation Housing Operation
Eunpyeong-gu (Mayor Kim Mi-kyung) announced on the 27th that it won the grand prize in the ‘Inequality Mitigation’ category at the 2023 National Basic Local Government Heads Manifesto Best Practice Competition.
The Manifesto Best Practice Competition is an event to discover and share excellent policies from each basic local government. This year, it was jointly hosted by the Korea Manifesto Practice Headquarters and the Gwangju Jeonnam Research Institute.
Eunpyeong-gu received high evaluations in suitability, creativity, communication, scalability, and presentation skills for its case titled ‘Eunpyeong Youth Preparing for Independence, Wise Self-Reliance’ in the inequality mitigation category.
Under the slogan ‘Transition for a Better Future,’ 155 local governments submitted 364 cases to this competition. After the first document screening, 172 cases advanced, and following on-site presentations at Suncheon National University in Jeonnam, a total of 43 grand prizes and 49 excellence awards were selected across 7 categories.
Eunpyeong-gu hosts the largest number of large-scale childcare facilities among Seoul’s autonomous districts, including Dream Tree Village and Eunpyeong Angel Center. In September last year, to support youths who had left childcare facilities, the nation’s first ‘Eunpyeong Youth Independence Preparation Center’ was opened in Jingwan-dong. This center provides psychological, economic, and social safety net programs for youths preparing for independence.
Additionally, this year, Eunpyeong-gu operates ‘Eunpyeong-Style Independence Preparation Housing’ in four LH purchased rental housing units within the district. This program allows youths to experience living independently before entering society and enhances their social adaptability through education, helping them quickly integrate as members of society.
The Independence Preparation Housing enables youths to experience real-life processes such as purchasing necessary household items, paying public utility bills, and sorting waste. Through counseling and advice from experts, it alleviates fears of living alone and provides emotional stability.
Moreover, the Jump Stage, a public-private partnership project supporting youths preparing for independence, offers assistance with housing deposits, rent, and financial mentoring activities. This initiative actively supports personalized asset formation for each youth preparing for independence.
