Busan Port Authority Conducts Discussion Training to Prepare for Land Cargo Transport Refusal
Busan Port Authority (BPA) conducted a disaster response tabletop exercise with related organizations on the 26th at the BPA headquarters to prepare for a potential mass refusal of land cargo transportation.
During the exercise, a total of eight organizations, including the Busan Regional Maritime Affairs and Fisheries Office, Busan Regional Land Management Office, Military Port Operations Unit, and Busan City, gathered to discuss preemptive measures for responding to a mass refusal of land cargo transportation.
The participating organizations reviewed the shortcomings during last year's mass refusal of land cargo transportation by the Cargo Solidarity Union and discussed improvement directions and inter-agency cooperation. They also held discussions on establishing effective countermeasures based on the disaster response action manual.
Busan Port, as the largest export-import logistics infrastructure in Korea, frequently experiences assemblies and protests by land cargo transport workers such as the Cargo Solidarity Union. Last year, the Cargo Solidarity Union launched the longest general strike in history in two phases, in June and November, demanding the abolition of the sunset clause on the Safe Freight Rate System.

Kang Jun-seok, President of BPA, stated, “Last year’s unprecedented two longest mass refusals of land cargo transportation caused enormous damage to the nation and society as a whole. We will minimize damage to Busan Port by ensuring mutual cooperation between the public and private sectors and thoroughly preparing for unexpected situations in advance.”
