Yeongdeungpo-gu (District Mayor Choi Ho-kwon) announced that it will carry out the "Yeongdeungpo-gu Semi-Industrial Area Development Plan Service" to foster the semi-industrial areas around Gyeongin-ro as centers of industry, residence, and culture leading future industries.
Semi-industrial areas are "lands of opportunity" where various functions such as residential, commercial, and office spaces can be established in addition to industrial facilities. In particular, the district's semi-industrial areas occupy one-fourth of Seoul's semi-industrial zones, making it the largest in area and geographically advantageous as it borders Yeouido and Yeongdeungpo downtown.
However, due to the relocation of factories to provinces and the shift in industrial structure toward knowledge-based industries and service sectors, the remaining factories and apartment complexes are mixed, resulting in generally poor residential environments and a weakened industrial base.
Furthermore, regulations such as Seoul's total volume control system for industrial areas fail to reflect the rapidly changing industrial structure and urban planning policy trends, which are cited as factors hindering regional development.
Accordingly, the district will issue a service contract for the "Yeongdeungpo-gu Semi-Industrial Area Development Plan" to transform the semi-industrial areas into economic hubs leading future industries and complex cities where industry, residence, and culture coexist centered around Gyeongin-ro. The service budget is 250 million KRW, and the project period is 10 months from the start date.
The main contents of the service include ▲establishing goals and development strategies for semi-industrial areas such as Gyeongin-ro ▲reviewing higher-level and related plans for semi-industrial areas ▲preparing a reorganization plan for urban management to promote downtown densification of semi-industrial areas ▲proposing legal and institutional improvement measures for the development of semi-industrial areas.

In particular, the district plans to align the semi-industrial area strategy with Seoul's 2040 Urban Master Plan, which includes urban planning for zoning reorganization, and based on the service results, propose improvement measures to Seoul City, aiming to reorganize the semi-industrial areas into future-type downtowns that can lead the 4th industrial revolution.
