Gumi-si Launches Customized Package Support to Attract Semiconductor Companies

Introduction of Permit Timeout System, Rapid Promotion of Infrastructure Development Projects
On the 20th, Gumi City in Gyeongbuk Province, designated as a semiconductor specialized complex, will attract semiconductor companies through customized package support. The city plans to form a semiconductor specialized complex investment attraction team to hold an investment attraction briefing session for companies in Seoul and promote investment proposals through the Korea Semiconductor Industry Association to attract semiconductor companies.
In the newly designated specialized complex, to ensure timely private investment, a customized package including ▲rapid processing of permits ▲killer regulation reform ▲tax and budget support ▲floor area ratio relaxation ▲infrastructure such as power and water supply will be provided. The main details are as follows.
① A special exemption from preliminary feasibility studies for public institutions’ specialized complex development projects will be established to support the swift promotion of infrastructure projects such as site selection, power, and joint research and development facility construction. Additionally, an approval timeout system will be introduced to ensure that permits are processed within a maximum of 60 days upon request for rapid permit processing.
The approval timeout system promotes investment by considering permits completed once a certain period has elapsed.
Furthermore, institutional support will be strengthened so that, for example, when companies in the national advanced strategic industry sector apply for regulatory improvements, review results are returned within 15 days, ensuring competitiveness in the global speed race of the national advanced strategic industry.
② Necessary costs for the operation and development of the specialized complex and support for resident companies will be provided in advance. Support will be given for site development, rent and levy reductions for resident companies and institutions, installation, maintenance, and improvement costs of industrial infrastructure, and construction of various convenience facilities. As a result, companies are expected to utilize funds needed for management more efficiently and establish a more stable management environment.
③ Various policies to improve the investment environment will be supported. The floor area ratio for factories in the specialized complex will be increased up to 1.4 times. Various policies such as support for international cooperation commercialization projects, investment activation support, special cases for hazardous chemical safety education, and tax support special cases will be provided to promote innovation and investment in the semiconductor industry.
④ To secure talent that forms the foundation of the semiconductor industry, professional workforce training will be strengthened. Through a demand-tailored workforce training project linked to the government’s semiconductor workforce training plan, 3,300 necessary personnel within the specialized complex will be trained early within five years. Plans include expanding semiconductor contract departments, supporting semiconductor specialized universities, and supporting Meister high schools to broaden the base for talent cultivation.
The city plans to officially launch a pan-government consultative body composed of related ministries and experts in the second half of the year, and establish a ‘Detailed Development Plan for Each National Advanced Strategic Industry Specialized Complex’ to actively promote customized support for each specialized complex.
